On July 31, the Central Steering Committee for Natural Disaster Prevention and Control issued the Document No. 94 / TWPCTT to the Ministry of Industry and Trade on ensuring the safety of constructions and downstream hydropower reservoirs.

Accordingly, the 2020 rainy and stormy season has arrived with forecast of heavy and large-scale rainfall from early August. To proactively respond to natural disasters and ensure safety for constructions and downstream of hydropower reservoirs, the Central Steering Committee for Natural Disaster Prevention and Control requested the Ministry of Industry and Trade to direct localities, Vietnam Electricity (EVN) and Hydropower owners to urgently implement a number of tasks.

The Ministry of Industry and Trade directs inspection the safety of dams, regulating constructions as well as equipment in service of flood discharge operation, timely detect damages and incidents for measure solutions; prepare all conditions to implement plans to ensure safety for constructions and downstream areas, especially communication, observation and warning systems in dangerous areas (loudspeaker, horns, radios, lights, hydrograph posts, signs, etc.), ensure timely warnings to the authorities and locals in the most affected areas, especially in emergency flood discharge situations.

The Ministry of Industry and Trade directs above-mentioned units to inspect the operation status of the monitoring and supervision system in service of operation and regulation flood, such as water discharge surveillance cameras, water level measuring equipment and automatic flow meters, and send data to the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue in the relevant localities and the Central Steering Committee for Natural Disaster Prevention and Control as prescribed; prepare for forces, vehicles, supplies and equipment to promptly handle situations, especially unsafe incidents.
