A telegram was sent to the Secretaries and Chairmen of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong; the Ministers of National Defense, Public Security, Agriculture and Environment; and the Chairman of the Central Committee of the Vietnam Fatherland Front.

Following the Prime Minister's Directive No. 246/CĐ-TTg dated December 30, 2025, on accelerating the implementation of the "Quang Trung Campaign" to rebuild and repair houses for households damaged by recent natural disasters, storms, and floods in the Central region, in order to ensure the completion of the entire "Campaign" according to the set plan (before January 15, 2026), creating conditions for people to settle down and prosper before the opening of the 14th National Party Congress, restoring production and business activities, and stabilizing livelihoods and income before the Lunar New Year of the Horse 2026, the Prime Minister requests:

1. The Secretaries of Provincial and Municipal Party Committees and the Chairpersons of the People's Committees of provinces and cities shall directly lead, direct, and mobilize the maximum necessary resources and forces to implement the "3 shifts, 4 teams" approach, "working day and night, working on holidays," and "working throughout holidays and Tet" to resolutely complete the reconstruction of houses destroyed, collapsed, or swept away by floods for the people before January 15, 2026, and shall be responsible to the Prime Minister for the progress of the "Campaign" and the quality of the works. In case of difficulties or obstacles exceeding the authority and capabilities of the locality, the Chairman of the People's Committee of the province or city must immediately report to the Prime Minister and the Ministers of National Defense, Public Security, Agriculture and Environment, Finance, and the Chairman of the Central Committee of the Vietnam Fatherland Front no later than January 3, 2026 (clearly stating what support is needed, the quantity, the addresses needing support, etc.), and absolutely must not allow any delay in the implementation of the "Campaign" for any reason.

2. The Prime Minister respectfully requests the Chairman of the Central Committee of the Vietnam Fatherland Front to direct the Fatherland Front at all levels and other organizations to propagate and mobilize the people to promote the spirit of self-reliance and self-improvement, proactively overcome difficulties, rebuild houses, and restore production and business.

3. The Prime Minister requested the Minister of National Defense and the Minister of Public Security to proactively mobilize the maximum available forces to support localities in urgently completing the objectives of the "Quang Trung Campaign" on schedule.
