According to Plan 361, Hanoi sets the target that by the end of 2030, 100% of cadres, civil servants, public employees, and workers participating in national defense and security training under Group 4, along with outstanding individuals and reputable community representatives, will receive communication on raising community awareness and community-based disaster risk management in disaster prevention, response, and disaster information dissemination.
The city also aims to ensure that 100% of residents in communes frequently affected by storms, flash floods, landslides, floods, inundation, and drought, and at least 50% of residents in other areas, are provided knowledge on disasters and disaster prevention skills through diverse formats, including public speaking, distribution of materials, and media communication via press, Zalo groups, Facebook, and other digital platforms.
From 2026 to 2030, Hanoi requires implementation across communes and wards, prioritizing 79 areas along dykes and zones regularly affected by flooding and erosion. The estimated total budget is 5,718,250,000 VND, sourced from the Hanoi city budget, the Hanoi Disaster Prevention and Control Fund, and other lawful funding sources (if available).
Key activities include capacity building for disaster management forces and local authorities at all levels on managing and delivering community awareness and community-based disaster risk management programs. The plan also emphasizes strengthening communication, education, and equipping communities with practical skills for disaster risk reduction.
The Hanoi People’s Committee has assigned the Hanoi Department of Agriculture and Environment (MAE) as the focal agency to lead and coordinate with relevant units in reviewing, improving, and advising on the effective implementation of current regulations to enhance the efficiency of community awareness and community-based disaster risk management, meeting practical needs.
The Hanoi Department of Agriculture and Environment will regularly guide, monitor, review, and approve the list of officials directly implementing the project, including lecturers and trainers at all levels, and update the list of communes and wards frequently affected by disasters to proactively support disaster prevention, response, and recovery efforts.
