In the morning on October 21, the Central Steering Committee for Natural Disaster Prevention and Control (CCNDPC) held a Steering Conference to respond to storms and floods in the central region. Chairman of the Conference, Mr. Trinh Dinh Dung, Deputy Prime Minister – Chairman of the Central Steering Committee for Natural Disaster Prevention and Control, with CCNDPC members and the assisting team.

In the morning of the 21st October, the tropical storm No. 8 officially entered the South China Sea. At 8a.m,the storm was 680km from the Hoang Sa archipelago, the intensity category from 8 to 9, gusting caterogy 11. Minister of Agriculture and Rural Development MARD, Vice-Chairman of CCNDPC, Mr. Nguyen Xuan Cuong assessed that the storm is currently still far from the mainland, but if without of response plannings, there is a risk of damages.

Vice-Chairman of CCNDPC requested the Viet Nam Disaster Management Authority (VNDMA) to remind relevant units and localities to gather and inform vessels to enter safe shelters. In addition, there are 44 landslides, when the storm enters the mainland, there is a very high risk of unsafety. Minister Nguyen Xuan Cuong especially noted that the entire west side of the central region is swollen with saturated water, so any small damage would causing risk of landslides. Therefore, the searchandrescue and economic recovery need special attention.

Mr. Cuong also noted that in low-lying areas, the basins are now mostly at warning caterogy from 2to 1, but it is necessary to pay attention to lowest land point in Quang Binhprovince, Cam Xuyen (Ha Tinh). Note that all 2,600 resevoirl akes are filled with water, so hydro electricity and irrigation must be placed under the strictest control. Pay attention to Ke Go lake and Ta Trach lake.

According to the report, as of 6 a.m on October 21,it informed, tallied, and instructed to 52,598 vehicles/ 26,044 employees to move and escape from danger zone. Irrigation and hydropower reservoirs are basically fulled of water. Particularly in the North Central Coast, with a capacity of 65-90% of the design capacity, 1,249 lakes are full of water, 55 lakes are badly damaged, 41 lakes are under construction. Ke Go Lake current water level is 31.97, 0.53m below the full water supply; Q discharge of 500m3/s; capacity is 17.52 million m3.

Total lives damage from October 6 to October 20 is 133 people, of which: 111 dead (Nghe An: 02; Ha Tinh: 03; Quang Binh: 09; Quang Tri: 49; Hue: 28 , Da Nang: 03, Quang Nam: 11, Quang Ngai: 01, Kon Tum: 02, Gia Lai: 01, Dak Lak: 01, Lam Dong: 01). Missing people: 22, including: Ha Tinh:01; Quang Tri:04, decrease 4 people dueto safety rescue; Thua Thien Hue: 15 people (Rao Trang hydrology plant: 3), Da Nang: 01, Gia Lai:01. In which: 60 peopledue to landslide; 60 peopledue to flooding; 8 people accidented on sea; Other causes: 5 people.

The CCNDPC cooperates with the Ministry of Information and Communications to direct network operators to send messages to 25.8 million subscribers to response with storms and floods in 03 times (October 9, October 17and October 19); enhance propaganda through social networks (Disaster Prevention Information Fanpage with more than 57,000 followers; Zalo Disaster Prevention page with more than 730,000 views). The press agencies have regularly updated and reported the developments of storms and floods, the response works and instructed the emergency response.

Concluding the Conference, Deputy Prime Minister Trinh Dinh Dung directed as follows:

  1. Regarding the Central region affected by recent floods and rains events
  • The authorities at all levels and functional branches focus on relief (goods, drinking water, essential necessities, fuel), especially in the provinces of Ha Tinh, Quang Binh.
  • Assign tasks to the district and commune levels to determine specific relief needs.
  • Relief goods must be concentrated and distributed by the government to ensure timely and relief needs’s subjects.
  1. Responding to Storm No. 8:

 a) On the sea: Ensuring safety for ships and crewmembersoperating at sea and sea production and business activities.

 b) On Land: 

- The localities must review and prepare response plan for the storm No. 8:

+ Evacuate people in the coastal areas; low-lying areas; risk of floods, flash floods, landslides.

+ Prepare to respond under the motto "4 on the spot"; To be ready for search and rescue forces and means when required.

- Management to ensure safety of lakes and dams.

- Continue to recovery traffic; ensure travel safety in case of storms and floods. 

- Ready plans to protect production, infrastructure; rescovery livelihood; environmental sanitation, disease prevention.

- Closely monitor storms, floods, and forecast accurately.

- Continuing communication so that authorities and people can actively response plans.

  1. The CCNDPC shall set up working groups to inspect and assist localities in the work of relief and support for people, and provide means forsearch and rescue.
  1. Scientific agencies determine the causes of flooding; promptly reward organize.
