On the morning of September 24 in Ho Chi Minh City, as part of cooperation between Viet Nam’s Ministry of Agriculture and Environment and Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the two sides jointly held the 14th Viet Nam–Japan Disaster Management Cooperation Dialogue Workshop under the theme “Technologies for Water- and Coastal-Related Disaster Response – Solutions for Coastal Erosion Control.”



The workshop was co-chaired by Mr. Nguyen Truong Son, Vice Director General of the Vietnam Disaster and Dyke Management Authority (VDDMA), and Mr. Taizo Ida, Secretary to the Vice-Minister of MLIT. Around 100 delegates attended the event, representing technical agencies under Viet Nam’s Ministry of Agriculture and Environment, MLIT, Departments of Agriculture and Environment of coastal provinces and cities in Viet Nam, as well as Japanese organizations and companies.

Speaking at the workshop, Mr. Nguyen Truong Son said the dialogue between the two ministries has provided a regular platform for both sides to share experience, exchange knowledge and technologies, and discuss practical issues in disaster risk management. A notable example of Viet Nam–Japan cooperation in the application of science and technology to disaster management is the SABO dam in Son La Province, which was funded and constructed with Japanese support and effectively helped contain debris flows during the flooding in July 2026.

Viet Nam has a long coastline, with many areas exposed to natural hazards and coastal environmental changes. Coastal erosion in particular is posing increasing challenges to the management and protection of coastlines, communities, infrastructure and socio-economic activities in coastal areas. According to Mr. Nguyen Truong Son, exchanging Japan’s experience and solutions while sharing Viet Nam’s practical experience will provide useful information for research, management and the implementation of coastal erosion control measures in the coming period.

Mr. Taizo Ida, Secretary to the Vice-Minister of MLIT, emphasized the importance of cooperation between the two ministries and said Japan is ready to support and coordinate with Viet Nam in promoting the application of science- and technology-based solutions to disaster management, including coastal erosion control, in line with Viet Nam’s practical conditions.

At the workshop, representatives of VDDMA presented an overview of coastal erosion in Viet Nam, including its causes and possible solutions. Japanese representatives introduced approaches and experience in coastal protection and coastal erosion control in Japan. Delegates also exchanged views on outstanding issues in their respective localities and discussed potential solutions and approaches for cooperation, including the application of science and technology and resource mobilization.

As of 2026, Viet Nam’s Ministry of Agriculture and Environment has cooperated with Japan’s Ministry of Land, Infrastructure, Transport and Tourism for 14 years. The two sides have jointly organized numerous conferences and workshops to share experience in disaster management. They also regularly send annual high-level delegations to visit and work with their counterparts and have developed a number of important technical cooperation projects.
