On June 10, 2025, the Minister of Agriculture and Environment issued Official Telegram No. 2969/CD-BNNMT requesting ministries, sectors, and Chairpersons of the People’s Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa to proactively respond to the tropical depression in the East Sea.



According to the National Center for Hydro-Meteorological Forecasting, on the morning of June 10, 2025, the low-pressure area over the northern part of the East Sea strengthened into a tropical depression (TD). At 07:00 AM, the center of the TD was located at 15.7°N, 115.6°E, approximately 360 km east-southeast of the Hoang Sa (Paracel) Islands, with maximum wind speeds at level 6 (39–49 km/h), gusting up to level 8 (62–74 km/h). In the next 24 hours, the TD is forecast to move west at about 5 km/h, with wind speeds increasing to level 7, gusting to level 9, and may strengthen further.

To proactively respond to the TD, the Minister of Agriculture and Environment requests the following:

  • Closely monitor the developments of the TD; strictly manage offshore vessels; organize checks and provide timely information to vessel owners and captains operating at sea about the location, movement direction, and evolution of the TD so they can take preventive actions, avoid dangerous areas, or leave hazardous zones. The danger zone within the next 24 hours is defined as the area between 13.0°N – 18.5°N and 112.0°E – 118.0°E (subject to adjustment in updated forecasts).

  • Prepare and stand by rescue forces and equipment to respond when needed.

  • Vietnam Television, the Voice of Vietnam, the Vietnam News Agency, the Coastal Radio System, and other central and local mass media agencies are requested to enhance communication on the TD's developments to authorities at all levels, vessel operators, and coastal residents to ensure timely preparedness and response.

  • Ministries and sectors, according to their state management functions and assigned responsibilities, are to actively direct and coordinate with localities to respond to the TD.

  • Maintain strict on-duty monitoring and report regularly to the Ministry of Agriculture and Environment (via the Vietnam Disaster and Dyke Management Authority – VDDMA).
