The handover is part of a USD 2 million international emergency assistance package funded by ADB to support post-disaster recovery in Dak Lak Province. Through close coordination between local authorities and technical agencies, the project has supported the repair and construction of houses for 305 severely affected households, including 21 households in Dong Hoa Ward.
The houses meet strict disaster-resilient standards. With floor areas ranging from 44 to 48.1 square meters, each house is built with reinforced concrete structures and durable roofing, ensuring resilience against storms while remaining suitable for local living conditions.
Speaking at the ceremony, Mr. Nguyen Van Tien - Deputy Director General of VDDMA - emphasized the significance of the project for disaster risk reduction:
“The historic floods in November 2025 caused severe damage to lives and property in Dak Lak Province. With the strong leadership of the Government, the engagement of the entire political system, and the timely support of international partners, particularly ADB, we have gradually helped communities recover. The completion and handover of these safe houses today not only provide material support but also offer strong encouragement, enabling people to rebuild their livelihoods and enhance resilience to future disasters.”
Echoing this, Ms. Susan Lim - Country Operations Head of ADB - highlighted the importance of partnership:
“Today’s handover demonstrates the tangible results achieved through strong government leadership and effective partnerships. Together with the Government of Viet Nam, ADB is supporting communities to recover and build a safer, more resilient future. We remain committed to strengthening Viet Nam’s resilience to increasing climate risks.”

The floods triggered by Typhoon Kalmaegi (Storm No. 13) and prolonged heavy rainfall in November 2025 were among the most severe in decades, surpassing the historic 1993 floods in some areas. The disaster destroyed or severely damaged thousands of homes and caused an estimated loss of over VND 9.6 trillion.
In response to the scale of damage, the Government’s call for support received strong backing from international partners. ADB, as a key strategic partner, swiftly mobilized emergency assistance, transforming commitments into concrete support for hundreds of affected households ahead of the upcoming storm season.
The handover of resilient houses in Dak Lak represents not only post-disaster recovery but also a model for effectively combining international resources with local implementation to build resilient communities against future disasters.
