Flash floods and landslides caused by heavy rain are escalating with extreme severity in Mường Than Commune, Lai Châu Province. Numerous houses and agricultural land in Đội 9, Đội 11, Sắp Ngụa, Che Bó, and Chít villages have been buried under debris; traffic along National Highway 32, National Highway 279, and various local routes in the region has been cut off and paralyzed.
Heavy rainfall is forecasted to persist in the coming hours, escalating the risks of flash floods and landslides, and posing a direct threat to residents' lives and property.
Faced with this urgent situation, the People's Committee of Lai Châu Province requested the maximum mobilization of local forces to immediately evacuate households out of high-risk areas to safe locations.
Assault response teams must be deployed immediately to reach the scene to search for missing persons, rescue trapped residents, provide first aid to the injured, and transfer them promptly to the nearest medical stations or hospitals.
Timely distribution of food supplies—such as instant noodles, dry rations, and milk—along with clean drinking water and basic medical supplies must be provided to residents at temporary evacuation centers.
Machinery and vehicles must be mobilized to clear soil and rocks from road surfaces for temporary traffic clearance, alongside erecting barricades and installing hazard warning signs for commuters.
Lai Châu Province instructed the Provincial Military Command and Provincial Police to immediately activate civil defense and disaster response operational plans, deploying permanent forces to coordinate directly with local militia forces in the commune to participate in response operations.
These forces will coordinate with the Mường Than Commune People's Committee to implement search and rescue operations, find missing persons, and assist in evacuating residents and property out of dangerous zones.
They will also coordinate with local authorities to set up field tents and field kitchens to serve evacuated residents.
Additionally, forces will support local people in rebuilding collapsed houses, as well as cleaning and sanitizing schools and medical stations immediately after the disaster and incidents subside.
