This morning, July 31st in Hanoi, Vietnam Disaster Management Authority and World Bank coordinated to organize a conference to summarize the "Component II- Emergency Natural Disaster Reconstruction Project (ENDRP)” to summarize, evaluate the activities and results of each content of Component 2 as well as opportunities for localities, Ministries, sectors and scientists to share ideas. reviews, expectations about the implementation of the project results.



The conference was led by Mr. Vu Xuan Thanh - Deputy General Director of Vietnam Disaster Management Authority (VNDMA) and Mr. Nguyen Huy Dung - World Bank’s senior expert with the participation of representatives of VNDMA; representatives of JICA and international organizations, and leading consultancy units.

Component II is headed by Vietnam Disaster Management Authority. The objective of Component II is to strengthen the capacity of state management agencies and inter-sectoral coordinating agencies in disaster prevention at central and local levels, ensuring the effectiveness of the preparation for emergency reconstruction and post-disaster recovery in the event of a future occurrence.

At the conference, the delegates summarized the activities and the results of the implementation, including the main activities implemented: Comprehensive reviewing, evaluating, proposing models of state management agencies on natural disaster prevention and control at all levels; Developing a provincial disaster prevention plan in combination with integrated flood management in some river basins in the South Central Coast and Central Highlands; Developing a process to mobilize and organize the deployment of emergency assistance, recovery and reconstruction resources after a disaster; Developing methods and processes to quickly assess damages and losses; Training in natural disaster prevention and control for officials working in disaster risk management at all levels; ....

Speaking at the Conference, Mr. Le Anh Tuan - Institute of State Organizational Sciences, Ministry of Home Affairs said: “The organization of the Natural Disaster Prevention and Control apparatus at all levels is still inadequate, inconsistent, mainly concurrently, scattered, in terms of resources, staff has not been allocated enough staff and not yet trained”. Based on the consultation reports, Mr. Tuan proposed 03 models of organizational structure of state management on natural disaster prevention and the draft circular "Guidelines for strengthening the organization of the natural disaster prevention and control apparatus at all levels".

Regarding the content of the provincial natural disaster prevention and control plan in combination with integrated flood management in some river basins in the southern central region and Central Highlands, Mr. Tran Ngoc Anh - Director of the Center of Hydrodynamics and Environment said: “Developing integrated flood management plans by river basin, guiding integration of integrated flood management plans into provincial disaster preparedness plans for Phu Yen, Gia Lai and Dak Lak provinces and Khanh Hoa in the Ba, Cai Ninh Hoa and Cai Nha Trang river basins has contributed to improving the effectiveness of the provincial disaster prevention to minimize damage to people and properties caused by floods".

In order to deal with issues related to statistics and damage assessment, the Research Institute for Disaster and Environments (RIDES) reviewed and assessed the actual implementation situation in localities, combined with referring to good experiences being implemented in countries around the world to propose adjustments. According to RIDES, in order for the statistics to assess damage quickly and effectively, it is necessary to combine new scientific and technological applications such as remote sensing images ... with mobilizing grassroots first disaster response forces in status statistics before natural disasters and quick assessment of initial damage. In addition, RIDES has also proposed a new damage statistics software tool to ensure consistency of tables and updates in the shortest time.

Speaking at the conference, Prof. Dr. Nguyen Quang Thai - Director of the Consultancy Center for Economic Development (EPCC) proposed the need of a separate budget line for natural disaster prevention and control, a shortened process for mobilizing emergency response and disaster recovery resources, especially in emergency situations.

Component II officially started from November 31, 2017 and ended on July 30, 2020. Despite many difficulties and obstacles due to new policies to be applied in Vietnam and epidemic in the world, up until now, all activities of Component II have been completed on time and met requirements, achieved objectives set forth in the documents of the Agreement signed between the State Bank of Vietnam and the World Bank.

Concluding at the conference, Mr. Vu Xuan Thanh - Deputy General Director of Vietnam Disaster Management Authority, Deputy Chief of Central Steering Committee for Natural Disaster Prevention and Control appreciated the results of the project and the coordination of the parties. He proposed relevant agencies to continue studying and proposing to synthesize, as a basis for the development of law guiding documents, as well as to ensure that project results are put into practice in the work of natural disaster prevention and control.
