Key Areas of Focus in the 2025 Work Program
1. Strengthening the Legal and Policy Framework
- The Ministry of National Defense will draft and submit the Emergency Law to the National Assembly for approval and develop related legal documents by Q4 2025.
- The Ministry of Finance will revise key financial regulations governing disaster response, including Circular No. 92/2009/TT-BTC and Decision No. 118/2008/QĐ-TTg, by Q1-Q2 2025.
- Establishment of the National Civil Defense Fund and corresponding provincial-level funds within Q1 2025.
2. Updating Disaster Response and Emergency Preparedness Plans
- The Ministry of Agriculture and Environment will develop the 2026-2030 National Disaster Prevention Plan, assess disaster preparedness plans, and inspect flood and dyke safety before the rainy season.
- The Ministry of National Defense will finalize the 2026-2030 National Civil Defense Plan by Q3-Q4 2025.
- Ministries and local authorities must regularly update and refine their civil defense and disaster response plans.
3. Emergency Readiness and Response
- Maintain 24/7 civil defense monitoring at all levels.
- The Ministry of Agriculture and Environment will oversee real-time disaster monitoring, direct emergency response measures, and manage the Vietnam Disaster Monitoring System (VNDMS).
4. Training, Drills, and Capacity Building
- The Ministry of National Defense, in collaboration with other agencies, will conduct specialized training on inland waterway and maritime search and rescue, oil spill response, chemical and nuclear incidents, and structural collapses (Q2-Q3 2025).
- Firefighting and disaster rescue training will be enhanced for specialized and auxiliary forces (Q1-Q4 2025).
- National-level civil defense and emergency communication training will be organized for military personnel and local responders (Q2 2025).
- The Ministry of Agriculture and Environment will coordinate nationwide disaster preparedness training for emergency responders and local communities.
