Flash Report on Disaster Response Duty – July 22, 2025



WEATHER AND DISASTER SITUATION
1. Final Update on Storm No. 3 (Wipha)
In the evening of July 22, Storm No. 3 weakened into a tropical depression over the land area between Ninh Binh and Thanh Hoa provinces. Later that night, it further weakened into a low-pressure zone near the Viet Nam–Laos border.

2. Rainfall:
Daily Rainfall (19:00 21/7 – 19:00 22/7):
Thanh Hoa and Nghe An experienced heavy to very heavy rainfall ranging from 200–300 mm. Ninh Binh saw 100–250 mm, and other parts of the Northern Delta received 50–150 mm. Some stations recorded very heavy rainfall: Sam Son (Thanh Hoa) 430 mm, Thanh Hoa City 358 mm, Muong Long (Nghe An) 341 mm, Chau Nga (Nghe An) 338 mm.

Night Rainfall (19:00 22/7 – 07:00 23/7):
Northern mountainous areas to Nghe An: 20–50 mm. Some stations recorded higher amounts: Ngu Chi Son (Lao Cai) 73 mm, Pu Danh (Son La) 80 mm, Keng Du (Nghe An) 70 mm.

Cumulative Rainfall (19:00 20/7 – 07:00 23/7):
Thanh Hoa and Nghe An: 200–350 mm. Hai Phong, Quang Ninh, Hung Yen, Ninh Binh: 100–250 mm. Some stations recorded very high accumulations: Co To (Quang Ninh) 261 mm, Bach Long Vi (Hai Phong) 316 mm, Da Coc (Hung Yen) 205 mm, Thai Binh (Hung Yen) 203 mm, Phu Le (Ninh Binh) 338 mm, Nhu Tan (Ninh Binh) 351 mm, Sam Son (Thanh Hoa) 487 mm, Muong Long (Nghe An) 390 mm, Chau Nga (Nghe An) 378 mm.

Forecast: On July 23, scattered showers and thunderstorms are expected in the Northern region, with localized heavy rainfall of 15–30 mm, possibly exceeding 80 mm in some places. From July 24–25, a widespread rain event is likely in the Northern region, Thanh Hoa, and Nghe An, with rainfall of 60–120 mm, and locally over 200 mm. Warning for high-intensity rain (>90 mm/3 hours).

3. Flood Situation
Floods on the upstream Ca River in Nghe An have peaked and are receding at Muong Xen station, while middle and downstream stations are rising. Water levels at 07:00 on July 23:

  • Muong Xen Station: 144.40 m, 2.40 m above Alarm Level 3; peak was 145.89 m at 02:00, exceeding the historic flood in 1996 (145.49 m) by 0.40 m.
  • Thach Giam Station: 76.08 m, 7.08 m above Alarm Level 3, exceeding historical record (71.83 m) by 4.26 m and still rising.
  • Con Cuong Station: 33.20 m, 2.70 m above Alarm Level 3, 0.66 m above historical peak (32.54 m) and rising.

Forecast: Water levels in the Ca River will continue to rise, with downstream peaks expected to reach Alarm Level 3, and possibly exceed it at some stations.

DAMAGE REPORT
According to initial reports:

  • Human Impact: 1 missing (due to flash flood), 1 injured (Nghe An).
  • Housing: 420 houses damaged or roof blown off (08 in Phu Tho, 251 in Thanh Hoa, 161 in Nghe An).
  • Agriculture: 119,408 ha of rice submerged (Hưng Yên: 26,000 ha; Ninh Bình: 74,017 ha; Thanh Hóa: 19,391 ha; other provinces still reporting). Pumping operations are ongoing to prevent waterlogging.
  • Livestock: 09 livestock and 3,276 poultry dead or washed away.

Localities are continuing damage assessment and recovery efforts.

RESERVOIRS AND DYKE SYSTEM STATUS
1. Reservoirs
Hoa Binh Reservoir: Currently releasing water through 1 bottom outlet.

Other Hydropower Reservoirs:
In North Central Viet Nam, 4 reservoirs are discharging. Notably, Ban Ve Reservoir recorded an extreme inflow of 12,800 m³/s at 02:00 on July 22 (exceeding the design flood of 10,500 m³/s for a 5,000-year frequency). At 07:00 on July 23, inflow was 7,347 m³/s, outflow 4,351 m³/s, and water level was 199.50 m (0.50 m below the maximum design level). The reservoir began releasing water at 16:00 on July 22.

Irrigation Reservoirs:
From Northern Viet Nam to Ha Tinh, there are 4,487 reservoirs. Most are storing 56%–85% of design capacity; most reservoirs in Nghe An are full.

Currently, 91 reservoirs are under repair or upgrade.

2. Dyke System
Storm No. 3 and the resulting floods caused 6 dyke incidents

RESPONSE ACTIONS
Prime Minister issued Official Telegram No. 119/CĐ-TTg dated July 22, 2025, directing Nghe An Provincial People’s Committee and relevant ministries to respond urgently to flooding on the Ca River and ensure the safety of Ban Ve hydropower dam.

On July 22, Deputy Prime Minister Tran Hong Ha inspected disaster response in Thanh Hoa.

Ministry of Agriculture and Environment issued:

  • Telegram No. 4679/CĐ-BNNMT to Nghe An, Ha Tinh, and relevant ministries on emergency response.
  • Document No. 4681/BNNMT-ĐĐ to Nghe An and Ha Tinh on dike safety measures.
  • Document No. 4680/BNNMT-ĐĐ to Hanoi on cracks and subsidence on Cau and Hong River dikes.

On the morning of July 23, Deputy Minister Nguyen Hoang Hiep led a mission to Nghe An to oversee flood response and reservoir safety.

VDDMA teams coordinated with Ninh Binh Province for storm response.

  • Nghe An People’s Committee issued Notification No. 604/TB-UBND on July 22 directing departments and communes to implement downstream flood management for Ban Ve Reservoir. The provincial PCTT Command issued Document No. 121/BCH-PCTT to Ban Ve Hydropower Company ordering flood discharge operations.
