Reporting on the damages and recovery efforts, Ms. Lo Lan Phuong, Chairwoman of Chieng So Commune People's Committee, stated that during the night of July 26 and early morning of July 27, prolonged heavy rainfall caused severe flash floods and landslides in the communes of Song Ma, Sop Cop, Huoi Mot, and Chieng So. These disasters resulted in significant loss of life and property. Local authorities and emergency forces are urgently conducting search and rescue operations and assessing the needs of affected and at-risk households.

During the site visit, the delegation assessed the damage and guided local authorities in implementing effective recovery measures to ensure public safety—especially under the two-tier government model. The coordinated efforts between provincial and commune-level authorities have shown initial effectiveness in managing emergency responses to natural disasters.
Speaking at the meeting, Mr. Nguyen Van Tien emphasized: “Every minute of delay in disaster response could cost lives and property. Therefore, all levels of government, particularly under the two-tier model, must closely coordinate, proactively develop response plans, and regularly review high-risk areas to ensure people are not residing in dangerous zones. The central government will always stand with and support localities to safeguard lives and livelihoods.”

In the afternoon, following the field inspection and meetings with residents in affected areas, the VDDMA delegation held a working session with the Department of Agriculture and Environment of Son La Province. During this session, the delegation also delivered 1,000 boxes of instant noodles donated by Acecook Vietnam Joint Stock Company to support affected communities with urgent food supplies.
Welcoming the delegation, Mr. Phung Kim Son, Director of the Son La Department of Agriculture and Environment, along with other departmental leaders, shared updates on the damage caused by recent floods as well as ongoing response and recovery activities.
