On July 30, 2020, the Standing office of the Central Steering Committee for Natural Disaster Prevention an Control, the Central New Rural Coordination Office, the Steering Committee of Science and Technology Program for New Rural Construction and the Steering Committee of Laos Cai organized a training course for a pilot model for the Trinh Tuong Commune's disaster first response task force, Bat Xat District, Lao Cai Province.

Attending the Conference were Dr. Tran Quang Hoai-Deputy Head of the Central Steering Committee; Mr. Phan Dien Nguyen-Standing Member of the Party Central Committee Secretariat, Chairman of the Community Fund Management Council for disaster prevention; Mr. Hoang Quoc Khanh-Vice Chairman, Deputy Head of Lao Cai Provincial Steering Committee; leaders of a number of units under the Viet Nam Disaster Management Authority (VNDMA): Natural Disaster Response and Recovery Department, Department of Community-based Disaster Management, Center for Disaster Prevention Policy and Technology; leadership of the new Central Rural Coordination Office; Leaders of Bat Xat district Party and Authority; leaders, organizations, unions and disaster first response task force of  Trinh Tuong commune.

In the field of natural disaster prevention and control, the disaster first response task force plays a very important role. They are the core force in natural disaster prevention and control and has been legislated in Law No. 60/2020 / QH14 of June 17, 2020 of the National Assembly amending and supplementing a number of articles of the Law on Natural Disaster Prevention and Dyke Law. The grassroots disaster first response task force must be organized, trained to ensure all conditions for meeting people's requirements and in accordance with the provisions on on-spot natural disaster prevention according to direction of the Prime Minister in Decision No. 1980 / QD-TTg dated October 17, 2016.

Speaking at the opening of the conference, Mr. Tran Quang Hoai, Deputy Head of the Central Steering Committee requested that the training conference should guide in detail the specific structure, organization and tasks for the task force of Trinh Tuong commune to closely follow the situation; The contents of natural disaster prevention and control should be specific from the way of recognizing signs of a natural disaster and the prevention skills for the task force to ensure appropriate natural disaster movements in the locality; In addition, the contents of skill training need to be practical and effective, focusing on basic skills: search and rescue, prepare risk maps, prepare response plans, practice warnings, evacuating people and first aid; field inspection, handling plan.

Speaking at the Conference, Mr. Hoang Quoc Khanh-Vice Chairman of the People's Committee - Deputy Head of Lao Cai Provincial Steering Committee would like to thank the Central Steering Committee and central units for selecting and organizing a training workshop in Lao Cai at the right time, when Lao Cai and the northern mountainous provinces are now greatly affected by heavy rain, flash floods, landslides, especially Bat Xat district, has suffered great losses in life and property in recent years. Lao Cai province clearly identifies disaster prevention as a key task, focusing on taking the motto "prevention is the key" and maximizing the effectiveness of the "four on the spot" motto.  Therefore, the province has consolidated 152/152 communal disaster first response task force with 11,088 people. Lao Cai province is very honored to be one of the six pioneering provinces to implement the pilot model "The commune ensures the conditions for meeting on-site natural disaster prevention and control requirements". Mr. Khanh also asked all trainees to concentrate on listening, acquiring lessons, experiences and skills to actively discuss and practice to improve the capacity of the entire disaster first response task force of Trinh Tuong commune. It is also important to take creative measures into practice to minimize the loss of life and property of people when natural disasters occur.

Speaking at the Conference, Mr. Phan Dien, former Permanent Member of the Party Central Committee's Secretariat - Chairman of the Community Fund Management Council for Disaster Prevention shared some experiences about the establishment of the disaster first response task force and the results have been gain. For more than 10 years, the Community Fund for Disaster Prevention has accompanied the cause of disaster prevention and control, supported and helped people in localities throughout the country to proactively prevent natural disasters, mitigate damages and overcome consequences. At the same time support many projects to improve the capacity on disaster prevention and control localities across the country.

At the Conference, the Community Fund for Disaster Prevention presented a number of essential equipment for the Trinh Tuong Commune DIsaster first response task force, such as: 2500Kw generator, saws, hand saws, Multifunctional flashlight and waterproof portable flashlight, portable speaker, raincoat, boots, helmet, rope, etc.

The training workshop lasts until July 31, 2020 with the contents of skills training in risk mapping, planning response, practicing warnings, evacuating people and Some basic emergency skills, actual field test.
