Flash report on Disaster Prevention and Control – August 26, 2025



I. DISASTER SITUATION
1. Information on the low-pressure area near the East Sea of Viet Nam
On August 26, a low-pressure area was active over the eastern waters of the Philippines. Forecast: within the next 24 hours, the system will move west-northwest at 15–20 km/h, entering the eastern part of the northern East Sea (including the Hoàng Sa/Paracel Islands) and may intensify into a tropical depression.
Due to its circulation (and possible intensification), from August 27–28, the northern and central East Sea is expected to experience increasing winds and worsening weather conditions.

2. Rainfall situation

- Daily rainfall (19:00/25 Aug – 19:00/26 Aug): Northern and North Central regions recorded heavy to very heavy rains, commonly 150–250 mm; some stations reported higher: Cao Phạ 3 (Lào Cai) 393 mm, Tà Si Láng (Lào Cai) 350 mm, Vạn Mai (Phú Thọ) 380 mm, Định Cư Hydropower (Phú Thọ) 301 mm, Thạch Thất (Hà Nội) 366 mm, Suối Hai (Hà Nội) 300 mm, Cửa Đạt (Thanh Hóa) 335 mm, Vạn Xuân 1 (Thanh Hóa) 279 mm, Đồng Văn (Nghệ An) 320 mm, Hủa Na Hydropower (Nghệ An) 281 mm.

- Nighttime rainfall (19:00/26 Aug – 07:00/27 Aug): Northern and Central regions recorded 60–90 mm.

- Cumulative rainfall (19:00/24 Aug – 07:00/27 Aug): Northern and Central provinces received 100–300 mm; Thanh Hóa–Hà Tĩnh 200–400 mm, with some locations over 500 mm.

Forecast: From early morning to noon on August 27, midland, delta, and coastal areas of the North, as well as Sơn La, Lào Cai, Thanh Hóa will see moderate to heavy rains (20–40 mm), locally over 100 mm, with high-intensity bursts (>90 mm/3h). Elsewhere in the North, from Nghệ An to Lâm Đồng and the South, scattered showers and thunderstorms are expected (10–30 mm, locally >80 mm), mainly in the afternoon and evening. Hazards: lightning, tornadoes, hail, strong gusts.

Disaster risk level due to heavy rain, thunderstorms, lightning, hail: Level 1.

3. Strong winds, rough seas, and thunderstorms at sea
On August 27, waters from Lâm Đồng to Hồ Chí Minh City, the central East Sea, and the northern part of the southern East Sea (including northern Trường Sa/Spratly Islands) will experience southwest winds of Force 6, gusting 7–8; rough seas, waves 2.0–3.5 m.

Also on August 27, the Gulf of Tonkin, waters from southern Quảng Trị to Cà Mau, Cà Mau to An Giang, the Gulf of Thailand, and northern, central, and southern East Sea (including Hoàng Sa and Trường Sa) will see scattered showers and thunderstorms, with possible waterspouts, gusts Force 6–7, and waves above 2.0 m.

Disaster risk level due to strong winds at sea: Level 2.

4. Earthquake information
According to the Institute of Geosciences and Earth Resources, on August 26 a magnitude 3.6 earthquake occurred in Cao Dương commune, Phú Thọ province, at a depth of ~16 km.

II. DAMAGE 
According to rapid reports from Lào Cai, Sơn La, Tuyên Quang, Phú Thọ, Thái Nguyên, Bắc Ninh, Quảng Ninh, Ninh Bình, Thanh Hóa, Nghệ An, Hà Tĩnh, and Quảng Trị, Typhoon No. 5 and heavy rains/thunderstorms have caused the following damages (as of 07:00 on August 27):

Human: 3 dead (Nghệ An 1, Hà Tĩnh 1, Ninh Bình 1); 5 missing due to flash floods (Lào Cai 1, Sơn La 1, Tuyên Quang 1, Thanh Hóa 2); 47 injured (Lào Cai 2, Ninh Bình 20, Nghệ An 2, Hà Tĩnh 17, Quảng Trị 5, Phú Thọ 1).

Housing: 17 houses collapsed (Lào Cai 2, Sơn La 1, Ninh Bình 5, Hà Tĩnh 8, Quảng Trị 1); 30,807 houses unroofed/damaged; 3,949 houses flooded.

Schools: 380 damaged.

Health facilities: 44 damaged.

Cultural/administrative/commercial buildings: 72 damaged.

Agriculture:

92,226 ha of rice damaged.

10,836 ha of crops damaged.

9,727 ha of fruit trees damaged.

48,877 livestock and poultry killed or swept away.

160,357 trees uprooted.

9,976 ha of forest damaged.

9,410 ha of industrial crops damaged.

3,934 ha of aquaculture flooded; 95 fish cages swept away.

Fisheries/boats: 102 boats sunk/damaged (Nghệ An 27, Hà Tĩnh 75).

Irrigation/dykes:

6 dyke slope failures on Chu River (Thanh Hóa), total 377 m; 1 overflow section, 300 m, on Hoạt River dyke.

2,250 m of riverbanks eroded.

4,145 m of canals eroded; 2 sluices damaged.

Transport: 239 landslide points; 49 flooded crossings; 4 culverts damaged; 6 bridges damaged/swept away.

Electricity system:

3 incidents on 500 kV grid (resolved); 4 on 220 kV (resolved); 14 on 110 kV (resolved).

3,082 utility poles toppled.

48,191 m of power lines broken.

753,539 customers without power.

Local authorities are actively addressing consequences and continuing to update damage figures.
