Mr. Suzuki Takashi, Advisor for Disaster Risk Management at the Ministry of Agriculture and Environment, officially released his final report, marking the conclusion of nearly three years of dedicated work in Vietnam. The report presents strategic recommendations aimed at enhancing the effectiveness of disaster risk reduction and management, addressing the increasing challenges posed by climate change.



The report highlights four key solution areas to improve disaster preparedness and safeguard communities:

1. Measures Against Floods

  • Scientific river improvement planning: Implement river rehabilitation projects based on a comprehensive analysis of entire river basins to balance upstream and downstream flood control.
  • Flood control through optimized dam operations: Strengthen dam monitoring and enhance coordination in reservoir management to minimize flood risks.
  • Risk assessment and land use planning: Enforce land use regulations in high-risk areas to prevent uncontrolled urban expansion.
  • Transparent dissemination of river information: Develop accessible data platforms for real-time water level monitoring and flood warnings.
  • Riverbank erosion mitigation: Apply advanced techniques to protect riverbanks and prevent land loss.

2. Measures Against Flash Floods and Landslides

  • Construction of sabo dams in high-risk areas, alongside early warning systems to minimize damage.
  • Detailed risk mapping to identify hazardous zones and guide disaster mitigation efforts.
  • Proactive road closures based on real-time rainfall data to prevent accidents in vulnerable areas.

3. General Disaster Prevention Strategies

  • Securing pre-disaster investments: Increase budget allocations for disaster risk reduction rather than focusing solely on post-disaster recovery.
  • Enhancing community awareness: Strengthen public education on disaster preparedness through campaigns and training programs.
  • Improving disaster data systems: Develop comprehensive disaster databases to facilitate better policy planning and risk assessment.

4. Disaster Recovery and Build-Back-Better Strategies

  • Improved post-disaster needs assessment: Implement rapid assessment techniques to efficiently allocate aid and relief efforts.
  • Use of satellite imagery and external expertise for accurate damage evaluation and response coordination.
  • Strategic recovery planning: Develop emergency restoration frameworks to quickly rebuild critical infrastructure and ensure long-term resilience.

Mr. Suzuki Takashi’s report underscores the importance of multi-sectoral coordination, the application of modern technologies, and community engagement in strengthening Vietnam’s disaster resilience. By implementing these recommendations, Vietnam can significantly reduce disaster-related losses and build a safer, more sustainable future.
