According to the report from the Command for Civil Defense, Disaster Prevention and Search and Rescue under the Border Guard, as of 6:30 a.m. on July 21, 2025, there were still 425 vessels with 1,560 crew members operating in the Gulf of Tonkin (including the Hoang Sa archipelago), specifically as follows:

Hung Yen: 01 vessel / 10 people

Ninh Binh: 137 vessels / 284 people

Thanh Hoa: 27 vessels / 72 people

Nghe An: 173 vessels / 675 people

Ha Tinh: 09 vessels / 20 people

Quang Tri: 27 vessels / 148 people

Da Nang: 12 vessels / 77 people

Quang Ngai: 39 vessels / 274 people
The Ministry of Agriculture and Environment requests the People’s Committees of these provinces and cities to urgently mobilize all forces and means to call, guide, or, if necessary, enforce measures to bring the aforementioned vessels ashore and ensure their safe anchorage. The People’s Committees shall bear full responsibility before the Prime Minister for ensuring the safety of these vessels and for strictly complying with the contents of Official Telegram No. 117/CĐ-TTg dated July 20, 2025, issued by the Prime Minister.
The Ministry also requests that the Vietnam Television (VTV), the Voice of Vietnam (VOV), the Vietnam News Agency (VNA), the Coastal Radio System, and other media agencies immediately broadcast and disseminate information regarding the vessels mentioned above so that fishermen, boat owners, and local authorities are promptly informed and can ensure the timely return of vessels to shore for the protection of lives and property.
The Ministry urges the provincial and municipal People’s Committees to implement these directives without delay.
