The conference was attended by leaders of a number of Central and local agencies: Mr. Nguyen Van Tien, Deputy Chief of the Office of the Central Steering Committee for Natural Disaster Prevention and Control - Deputy Director of General Department of Disaster Prevention; Professor Dr. Nguyen Tuan Anh Chairman of the Science and Technology Program for New Rural Construction; Dr. Tang Minh Loc, former Director of the Central Office for the New Rural Coordination; Comrade Nguyen Duc Quang Deputy Chief of Office of the Central Steering Committee for Natural Disaster Prevention and Control - Director of Department of Natural Disaster Response and Recovery; Mr. Truong Van Giang, Deputy Director of the Department of Agriculture and Rural Development of Thua Thien Hue province; Leaders of the Department of Agriculture and Rural Development in the central coastal provinces from Thua Thien Hue to Binh Thuan and Lam Dong province, especially 152 communes; Attending the meeting in 9 districts / cities of Thua Thien Hue province, there were leaders of the Steering Committee, Standing Office of the Steering Committee for natural disaster prevention and search and rescue of 11 provinces  cities in the coastal region. Speaking at the opening of the conference, Deputy Director of General Department of Natural Disaster Prevention and Control, Deputy Director of Central Steering Committee Office for Preventive Medicine Nguyen Van Tien said, after more than 9 years of implementation, building a new countryside (NTM ) has become a powerful and widespread movement, enthusiastically responded and actively participated in by both the political system and the nation's people.

Up to now, there are 4,665 communes (52.4%) recognized as meeting NTM standards and 93 district-level units recognized by the Prime Minister to meet the standards or complete the task of building a new countryside. In particular, the country has 07 provinces and cities with 100% of communes meeting new rural standards (including Ha Nam, Nam Dinh, Thai Binh, Da Nang, Dong Nai, Binh Duong and Can Tho). Before the above reality, the integration of safety factors before natural disasters, in the National Criteria for New Rural Communes, associated with all aspects of socio-economic development is necessary and urgent to ensure ensure the sustainability as well as ensure the achievements of localities in the NTM building movement and were issued by the Prime Minister in Decision No. 1980 / QD-TTg dated October 17, 2016, “Criteria 3.2: Ensure to meet the requirements of local people and according to regulations on natural disaster prevention in place ”. However, the natural disaster situation in the world and in Vietnam is increasingly complicated, serious, unpredictable and irregular. In fact, many rural communes have just been recognized as a new countryside. After only a flood or storm, many achievements have been eroded or even wiped out. As we all know, in 2020 natural disasters will be complicated, fierce and unusual in all regions of the country. Since the beginning of the year, there have been over 458 natural disasters, of which: 13 storms in the East Sea; 263 thunderstorms, cyclones, 101 floods, flash floods, landslides, 82 earthquakes; droughts, severe saline intrusion, riverbank and coast erosion, and subsidence of sea dikes in the Mekong Delta. Did: 342 people died, missing; 3,276 houses collapsed, 280,766 houses were damaged, their roofs blown off; 414,451 houses were flooded; 171,337 ha of rice and crops were damaged; 49,658 cattle, 3,366,417 dead poultry, swept away; 550km of embankment and canal were eroded and damaged; 115km of coastline and river were eroded; 881 km of road was damaged ... An estimated economic damage of more than 33,500 billion VND. Especially in about 2 months (from mid-September up to now), there have been storms, rain and heavy floods in history in the Central region, specifically: About storm: 08 storms occurred (5,6,7,8,9,10,11,12,13) ​​and 02 tropical low pressure storms landed in Central Vietnam, of which the storm No. 9 was the biggest storm. in the past 20 years and the record for the number of 04 storms in October (nearly 40 repeated years, from 1983 to present). Rain: Popular from 1,000mm-2,000mm, 3,000mm; some places with particularly heavy rain such as Huong Linh (Quang Tri) are 3,337mm; A Luoi (TT. Hue) 3,446mm. Flood: Major floods occurred on 16 main river routes in the Central region, of which 04 main river routes have surpassed historical landmarks: Bo River (TT. Hue), Thach Han River, Hieu River (Quang Tri ) and Kien Giang river (Quang Binh); Other river routes at level 3 to above BD3 are approximately 2m. Inundation: happened on a large scale, the highest time was on October 12 and 19, over 317,000 households / 1.2 million people were inundated in 07 provinces (from Nghe An to Quang Nam). Landslides, flash floods: Due to prolonged heavy rains and steep terrain, landslides and flash floods are caused in many places; the most serious ones are at Rao Trang 3 hydropower plant, Ranger Station No. 67 (Phong Dien - TT. Hue); Economic Group 337 (Huong Hoa - Quang Tri); Tra Leng, Tra Van, Nam Tra My and Phuoc Loc districts, Phuoc Son district (Quang Nam) have claimed the lives of hundreds of people, dozens of officers and soldiers; Serious infrastructure damage.

 

Also in the historic flood in October and November, the motto "4 on the spot", especially the grassroots natural disaster prevention and response force, has brought into full play: Anti-disaster shock volume The facility has brought portable loudspeakers, and used motorbikes throughout residential areas to broadcast storm warnings and how to respond in case of danger. On the night of October 28, in Tra Leng commune (Nam Tra My, Quang Nam province), a serious landslide occurred, leaving more than 50 people buried. The on-site assault team immediately coordinated the armed forces to dig through the mud, saving many lives and urgently giving first aid to injured cases. Previously, in the mountainous district of Tay Giang (Quang Nam), the rain circulation from the storm No. 5 caused landslides, burying the boarding area of ​​Vo Chi Cong Secondary School students. Under the heavy rain, overcoming all the harsh and strict conditions due to the landslide of many sections, the shock squad of ten communes in the district quickly successfully brought 117 students to the district center. 40 km.
