On the morning of July 6, the Inspection Delegation of the Central Steering Committee for Natural Disaster Prevention and Control led by Major General Luong Quang Cuong - Deputy Director of the Militia Self-Defense Department, with representatives of the Standing Office of Central Steering Committee; General Department of Roads - Ministry of Transport, had a meeting with People's Committee of Cao Bang province.



Welcoming and working with the Delegation were Mr. Nguyen Trung Thao, Vice Chairman of the Provincial People's Committee and members of the Provincial's Steering Committee.

Over the past time, Cao Bang province has well implemented the guiding of the Government and the Central Steering Committee on natural disaster prevention. In 2019, the local authorities have carried out a reality check on the situation of damage, the work of overcoming disaster consequences, and relocating 50 households out of the danger zone; natural disaster prevention is carried out under the principle of “4 on the spot”, checking and evaluating embankments to prevent landslides, dams, reservoirs and to ensure safety before the rainy season in 2020; planning to relocate 177 households in the province out of the disaster risk areas in 2020; build and consolidate forces to counter natural disaster prevention at grassroots levels; consolidating the Steering Committee for natural disaster prevention and search and rescue at all levels; strengthening training, rehearsals, communication and law dissemination, raising community awareness about natural disaster prevention, etc.

Since the beginning of this year, 16 natural disasters have occurred in the province, including 2 landslides, 14 whirlwinds, lightning, hail, landslides, flash floods, flooding caused by 3 heavy rains. death, 2 injured; 6,343 houses were damaged; 2 highways of National Road 34 and 4a have landslides of rock and soil, with the volume of 4.98 m3; 2 provincial roads DT 205 and ĐT 207 are being constructed with landslides and rocks, total volume of 30,070 m3; 14 inter-communal rural roads, many landslides in the neighborhood, and wading surface; some infrastructure works such as power grid, fence, warehouse, barn collapsed, roof breakage, etc. The total damage value was VND 65 billion.

After the disaster, the Provincial People's Committee and the Steering Committee at all levels organized inspection, reviewed and evaluated the damage situation in the locality and directed the recovery and mobilized forces in support of damage to people, houses and properties, ensuring stable living and environmental conditions after natural disasters.

In order to well implement disaster prevention work, Cao Bang province proposed to the Delegation, the Government and the Central Steering Committee to provide funding to complete the implementation of for natural disaster prevention and fighting activities; reported emergency migration projects out of high risk areas of landslides, pipe floods, flash floods in 2019 and 2020; consulting, supporting to build database of natural disaster prevention and control of the province.

Speaking at the inspection, Vice Chairman Nguyen Trung Thao emphasized: Cao Bang is the province affected by many types of natural disasters, but over the past time, the province has actively implemented effective guidelines of the Central Government on the basis of adhering to the practical situation and good performance of forest protection. All levels, sectors and localities have paid close attention and guidance in the work of natural disaster prevention and search and rescue, contributing to the mitigation of damage caused by natural disasters. He desired, the Civil Defense Department, the Ministry of General Staff on disaster prevention and control continued to pay attention, creating conditions for Cao Bang province to do better the prevention of natural disasters. He suggested the members of the Provincial Steering Committee to receive the opinions of the mission to have specific orientations and solutions in the coming time.

Conclusion on natural disaster prevention in Cao Bang province, Major General Luong Quang Cuong, Deputy Director, Civil Defense Force highly appreciated the disaster prevention and search and rescue work in the province. He also requested that in the coming time, the province should continue to closely follow the directions of the Government and ministries and branches in order to effectively direct the natural disaster prevention and control work in the province; improve the leadership quality in natural disaster prevention and control; have detailed and specific plans to cope with possible natural disasters; ensure safety of the dam lake in the area; strengthening the capacity of grassroots natural disaster prevention and fighting; promote communication for people to change their awareness and proactively prevent and respond when natural disasters occur. Regarding the recommendations and proposals of the province, the inspection team will record and will summarize, report and propose to the competent authorities for consideration and settlement.

Previously, the Delegation had conducted field visits in some typical communes for new rural areas, systems of lakes, dams, and important constructions in Hoa An district.
