According to the National Center for HydrometeoroogicalForecasting,at 1AMon December 20, centerof the tropical depressionwas about latitude10.4 North; longitude117.6 East, about 380km from Song Tu Tay (Truong Sa archipelago) to the Southeast. The maximum wind speednear the center of tropical depression wascategory 7, gust of category 9.

Forecast in the next 12 hours, the tropical depression willheadNorthwest, every hour about 25km and is capable of becoming a storm. By 13:00 on December 20, the storm's position was about 11.0 North latitude; 114.7 degrees East longitude, just south of Song Tu Tay Island (Spratly Islands). The strongest wind near the center of the storm is level 8, level 10.
