According to the weather report of the National Center for Hydrometeorological Forecasting, from now until April 7 in the Northern and North Central regions, there is a possibility of heavy rain and thunderstorms, in the thunderstorms, there is possibility of tornadoes, lightning, hail, and strong winds occurred. In order to proactively respond and minimize damage, the Central Steering Committee for Natural Disaster Prevention and Control (Steering Committee) requests the the Northern Steering Committee and Northern provinces and cities to urgently direct and implement as follows:

From the beginning of the year until now, natural disaster has been very complicated and unusual, especially the phenomenon of thunderstorms, whirlwinds, lightning and hail in the Northern and Northern Central provinces; According to the summary of the Standing Office of the Steering Committee, there were 04 thunderstorms, lightning, hail in 15 provinces, causing 01 death (due to lightning), 1,130 houses collapsed, 27,878 houses; roofs were broken; 4,969 ha of rice and vegetables were damaged, of which the most severely damaged were Bac Kan, Cao Bang and Lang Son provinces on the night of Lunar New Year's Eve and morning of the 1st Day of Lunar New Year of Canh Ty.

In order to proactively cope with and minimize damage, the Central Steering Committee for Natural Disaster Prevention and Control (Steering Committee) requests the the Northern Steering Committee and Northern provinces and cities to urgently direct and implement as follows:

  1. Closely monitor the bulletins of warnings, forecast of natural disasters and weather for timely and regular notification and guidance to authorities and people at all levels to proactively prevent the phenomenon of heavy rain, thunderstorms and cyclones, lightning accompanied by hail and flash floods, landslides due to heavy rain which may occur in the coming days.
  2. Organize checking and review the safe places for people, especially those in high-risk areas for flash floods and landslides. Ready the plans to proactively respond to every situations, especially the arrangement of Disaster Response Taskforce, on-site materials and facilities to implement measures to ensure safety for the people and organize remedial measures timely and effectively.
  3. Direct specialized agencies to coordinate with the information and communication agencies, especially the basic information line, to enhance propaganda and dissemination activities to guide people in how to recognize and improve coping skills during flash flood and landslide and thunderstorms, whirlwinds, and lightning accompanied by hail such as: reinforcing and protecting roofs using materials that can easily be broken or broken (proxima, tile); consider early harvesting or shielding and protecting vegetables, plants and animals suitable to specific local conditions to minimize damage.   4. In areas where thunderstorms, whirlwinds, hail have occurred in recent years, it is necessary to focus on mobilizing resources to urgently overcome consequences to help people restore production and stabilize their lives.
  5. Strictly organize the on-duty work, regularly synthesize the situation, report to the Steering Committee (through the standing office).
