On the afternoon of January 17, in Hanoi, the Viet Nam Disaster and Dyke Management Authority - Standing Office of the National Steering Committee for Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development) organized a conference to summarize DRM work in 2023 and deploy key tasks in 2024.

Opening speech, Director General of VDDMA, Mr. Pham Duc Luan, said that in 2023, there have been 1,145 natural disaster events (21 out of 22 types of disaster- according to the Law on Natural Disaster Prevention and Control 2020), especially heavy rains causing landslides, flash floods, floods, and widespread inundation. Since the beginning of 2022, natural disasters left 169 people dead or missing (3% decrease from 2022). Economic losses are estimated at about VND 8.236 billion (equivalent to USD335,341 - 42% from 2022).

2023 is an unusual year when the number of storms and tropical depression is much less than the average for many years and no storms make landfall in Viet Nam.

However, landslides, flash floods, and widespread flooding have caused great damage to people, property, and infrastructure, affecting people's lives and production. Typically, the heavy rain in early August in the Northern mountainous region left 17 people dead or missing. Landslides occurred at many points in the Central Highlands, the most serious of which were at Bao Loc Pass and Da Lat City, Lam Dong Province, killing 6 people. From mid-October to mid-November, the Central region experienced three periods of heavy rain and floods, causing widespread flooding in Thua Thien Hue and Da Nang, leaving 14 people dead and missing. Last year's natural disasters left 169 people dead or missing, with total economic losses of about 8,236 billion VND.

Speaking at the conference, Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control praised the efforts of officials of VDDMA - The Standing Office of the National Steering Committee for Natural Disaster Prevention and Control has successfully completed the work of dyke management and DRM in the past year.

To carry out this work well in the coming time, Deputy Minister Nguyen Hoang Hiep requested VDDMA to on completing on schedule and ensuring the quality of the construction of assigned legal documents according to regulations and in accordance with regulations, and at the same time review, propose amendments and supplements to legal documents and other guiding documents. in the field of natural disaster prevention to comply with the Civil Defense Law effective from July 1, 2024 and the Decree guiding the Civil Defense Law.

VDDMA strictly organizes on-duty work, closely monitors the weather situation and natural disaster developments, strengthens inspection, and urges the safety protection of the dyke and lake systems. weak pulse.

Along with advising on perfecting organization and operations, VDDMA continues to monitor the implementation of the National Strategy for Natural Disaster Prevention and Control until 2030, vision to 2050; National natural disaster prevention and control plan until 2025; Project on prevention and control of river and coastal erosion until 2030; National comprehensive program for natural disaster prevention and control. The Department researches and proposes overall solutions and develops a project to prevent subsidence, landslides and flooding in the Mekong Delta; develop the content of an integrated flood management plan for the river basin; Plan to prevent and control river bank erosion due to floods or currents, and coastal erosion.

At the same time, VDDMA promptly advises the Steering Committee to direct localities to be ready to respond to natural disasters and minimize damage; Report, synthesize data and propose urgent remedial measures, medium and long-term support; Strengthen inspection, urge and guide the work of overcoming the consequences of natural disasters for the right purposes, subjects and ensuring the safety of the dyke system, preventing and combating landslides; applying science and technology and international cooperation in natural disaster prevention and control...

Regarding information and communication work and raising public awareness, Deputy Minister Nguyen Hoang Hiep requested VDDMA to continue to coordinate closely with news and press agencies from central to localities to report on natural disasters and direct timely response to authorities and people at all levels; Maintain and develop the Department's social networking sites with many attractive programs and news articles, increasing interactivity and attracting user participation.

Deputy Minister Nguyen Hoang Hiep stated clearly that the VDDMA needs to focus on implementing the contents of the Project on Raising Community Awareness; direct and remove difficulties and obstacles to accelerate the implementation and disbursement of public investment capital, striving to ensure the 2024 disbursement plan; Continue to implement technical assistance projects that contribute to improving natural disaster prevention and control capacity for authorities and communities at all levels...

In 2024, VDDMA will organize and deploy 4 basic investigation projects; Complete the administrative reform plan, enhance the application of information technology, develop and implement a digital transformation plan in the field of natural disaster prevention and control; Training and fostering skills, expertise and professionalism for staff.
