On December 26, the Viet Nam Disaster Management Authority (Ministry of Agriculture and Rural Development) organized a meeting in summarizing the work in 2020, implementing the key tasks in 2021.

Speak at the Meeting, Deputy Director General of the VNDMA, Mr.Pham Duc Luan said that from the beginning of 2020, natural disaster have been fierce and anomalous across all regions of VietNam. Vietnam has suffered 576 natural disasters, including 14 storms, 2 tropical depressions, 264 thunderstorms, cyclones, lightning, hail, 132 flash floodsandlandslides, 90 earthquakeas well asdrought, saltwater intrusion, serious riverbank and coast erosion in the Mekong Deltaand so on.

Although it has been significantly reduced compared to natural disasters at the same intensity in recent years, however, the consequensé of natural disasters are still severe. According to VNDMA, natural disaster occuring in 2020 have resulted in 291 deaths and 66 missing. Estimate economic loss is VND 39,945 billion.

After natural disaster, ministries, branches and localities have set up many working missions to focus on supporting and guiding people in natural disaster areas to overcome and stabilize their lives. The Prime Minister has decided to support nearly VND 2,162 billion to provinces and cities affected by natural disaster. In addition, continuing mobilize and receive aid goods to support the Central provinces from 55 countries and international organizations with total funding was about USD 25,1 billion (nearly VND 584 billion).

According to assessment, natural disasters are increasingly extreme, anomalous and have been causing heavy lossed to Viet Nam. Evenly, many leading countries in economy, science and technology have good natural disaster response capacity, still suffer great damages. Large and historical natural disaster types are at risk of great effects, threating the safety and sustainable development of Viet Nam. This is great challange for the entire society in general and natural disaster response in particular, requiring the work of natural disaster management to be more proactive, drastic and effective.

According to the Minister of MARD, Vice Chairman of the Central Steering Committee for Natural Disaster Prevention and Control, Mr. Nguyen Xuan Cuong said that, 2020 is a typical year for the unpredictable weather. Evaluation of advisory work is very proactive and timely; However, Minister Nguyen Xuan Cuong argued that the implementation work, especially search and rescue still have shortcomings.

For the forecasting work, Minister Nguyen Xuan Cuong commented that overall is better than previous years. “Forecast of wind and storm intensity is very close. However, the rainfall is still have mistakes. Although in reality this work can not be absolute”.

For the response and overcoming the natural disaster, Vice Chairman of CCNDPC assessed that the response was according to the motto “4 on the spot” and done quite well. Evidence is the experience of dozens of storms, tropical depressions, number of boats displaced by refugees up to millions with 4 to 5 million people but only occured 01 sea incident.

Minster Nguyen Xuan Cuong also pointed out limitations in the search and rescue work. Natural disaster response is not really professional. Along with that, still lack of equipment.

“Organizing a response force requires better mobility and performance. In fact, the armed task forces are very enthusiatic, aggressive, but need a general coordination”, Minister Nguyen Xuan Cuong recommened.

Emphasizing in the coming time, climate change impacts will tend to be more and more extreme, abnormal and damages caused by natural disaster will be cumulavtive. Inparticular, the larger scale of the economy, the more and more severe the damge. Therefore, MARD Minister suggested central ministries, localities and community should have the best prepation to actively respond to all natural disaster situations.

Also at the meeting, Minister Nguyen Xuan Cuong awarded Certificates of Merit of Junior Emulation Fighter and Ceritficate of Merit to 39 teams and individuals with exellent achivements.
