Based on the forecast information about the intensity and scope of Typhoon NORU will directly affect the central coastal provinces of Vietnam from September 28, 2022, to proactively support people in the region. In the afternoon of September 27, at the headquarters of the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control, the Disaster Risk Reduction Partnership held an emergency meeting, with the participation of the National Steering Committee for Natural Disaster Prevention and Control and more than 50 bridgeheads, including members of the Partnership, relevant organizations of the United Nations, Embassies, the ASEAN Secretariat, the ASEAN Coordination Center for Humanitarian Assistance in Disasters (AHA Center), NGOs, the Central Committee of the Vietnam Red Cross Society, representatives of the National Center for Hydrometeorological Forecasting, units under the VNDMA - Standing Office National Steering Committee and a number of press and media agencies.
Co-Chair of the Partnership, Mr. Andrew Jeffrey- ADB Director summed up the meeting, emphasizing that the meeting had achieved the desired results. Information from the presentations was updated, providing timely information on the development and forecast of the storm's impact, the response direction of the Government of Vietnam, and the identification of a plan for coordination between groups members of the Partnership with related parties. DRRP highly appreciated the fact that VNDMA, the Office of the Partner took the initiative and urgently summoned partner members and invited relevant organizations and units to announce information about typhoon NORU with the necessary content, attracting the attention of stakeholders both face-to-face and online.
Following the Meeting, in order to activate the emergency support of international organizations, the Partnership Office proposed the work of organizing and assigning the Partners members to participate in the Assessment Teams, identifying risks and needs. (Assessment Teams) in the provinces to assess and determine the level of risks and urgent support needs in the localities. Representative of the Partnership Office proposed to organize 03 Evaluation Teams to go on the following routes: (i) Quang Tri - TT. Hue (Team 1), (ii) Da Nang - Quang Nam (Team 2), (iii) Quang Ngai - Binh Dinh (Team 3). Each Team has a maximum of 8 members, including 01 representative of VNDMA, the Partnership Office acting as the coordination.
The Disaster Risk Reduction Partnership (DRRP) is an initiative of the Government of Vietnam to promote information sharing on disaster prevention between the Government and national and international organizations. The Partnership's role has been appreciated during the recent 2020, 2021 and 2022 natural disasters. Especially during the historic natural disaster in the Central region of Viet Nam in 2020, right after the disaster occurred, the Viet Nam Disaster Management Authority (VNDMA) coordinated with members of the DRRP to organize quick assessment missions to the locality, summarize the information about the damage as well as the support needs of the people. Based on the Partners' information, international organizations have provided timely support to the people, helping the affected localities. Specifically, in 2020, the total amount of support for the affected provinces has reached 25 million USD through the call of the DRRP.
