Experience Sharing:
The meeting centered on exchanging achievements and lessons learned in natural disaster prevention and control between the two countries. NDRRMA showcased the Multi-Hazard and Multi-Dimensional Early Warning System, a versatile platform with strong interactivity and the capacity to gather real-time information from the populace. Nepal also presented a model for establishing relief goods warehouses at the local level to swiftly respond and mitigate post-disaster impacts. Furthermore, Nepal shared successes in constructing safe houses using locally available materials, thereby cutting down on construction expenses.
On the Vietnamese side, the Department of Dyke Management and Natural Disaster Prevention and Control shared insights into damage and loss assessment, laying the groundwork for relief efforts and post-disaster support. The strategy of forming community-level natural disaster prevention and control teams for early response was highlighted by Vietnam, along with the enactment of regulations, policies, and provision of equipment outlined in the Law on Natural Disaster Prevention and Control and its associated directives. Additionally, Vietnam shared its experience in constructing storm- and flood-resistant houses in the Central region, which faces natural conditions and disasters akin to those in Nepal.
The meeting also commended initiatives such as exchanging technical documents and experiences to enhance public awareness and communication in natural disaster prevention and control. Notably, the signing of a Memorandum of Understanding with a financial service provider (FSP) to reduce transaction fees for cash assistance in humanitarian relief efforts was underscored.
Potential cooperation:
Both sides agreed on the importance of fostering close collaboration and interaction in the future, including participation in the annual Asian Safe Houses Forum (ASF) and the development of community-based and flood-resistant safe house models. They also exchanged experiences in developing disaster prevention and response plans, early warning systems, and organizing disaster response at the grassroots level.
The meeting marked a significant step in strengthening and developing cooperation in disaster prevention and response between Vietnam and Nepal. It was part of the working visit to Nepal by the VDDMA, led by Deputy Director Nguyen Van Tien, from March 4th to 8th, 2024.
