- Heavy rains in the Central Region
During November 15-16, from Thua Thien Hue to Quang Ngai provinces, heavy rains are observed, including very heavy rain, torrential rains and thunderstorms with rainfall ranging from 100-300mm and even over 400mm in some places; from Binh Dinh to Khanh Hoa provinces, rainfall of 100-200mm or even over 300mm in some places are measured; from South Nghe An to Quang Tri provinces, rainfall of 50-100mm, or even over 200mm in some places are measured;
Warning: on November 17, the area from Thua Thien Hue to Khanh Hoa provinces will experience moderate rain to heavy rain and even torrential rains in some places and the prevailing rainfall ranging from 20-50mm and over 80mm in some places;
- Emergency flood in Huong River. Flood in Bo River and in rivers in Quang Nam and Quang Ngai province. Warnings of flood in rivers in Binh Dinh and Phu Yen provinces;
- Currently (November 15), flood levels in Thua Thien Hue rivers and in the downstream of Thu Bon River (Quang Nam province) are rising;
+ Bo River (Thua Thien Hue) at Phu Oc hydrology station: at 13:00 of 15 November: 4.79m which is 0.29m above alarming level 3 and 0.45m below the historic flood level and the river level is rising rapidly.
+ Huong River (Thua Thien Hue) at Kim Long hydrology station reached its peak of 4,24m at 9 a.m. of 15 November which is 0.74m above the alarming level 3; 4.20m at 13:00 November 15 which is 0.70m above the alarming level 3 and is changing slowly;
- Flood on the Vu Gia River (Quang Nam) has peaked and is decreasing; the flood peak at Ai Nghia station at 9:00 p.m. of November 14 is 8.69m which is 0.31m below the warning level 3. The water level at Ai Nghia station at 05:00 on November 15 was 8.16m which is 0.16m above the alarming level 2.
* It is forecast that in the next 6 hours, floods in rivers in Thua Thien Hue and downstream of Thu Bon River will continue to rise and are likely to peak. The flood peak in the Huong River at Kim Long station is at 3.9m which is 0.4m above the warning level 3; flood level in Bo River at Phu Oc station is 4.2m which is 0.3m below the warning level 3; flood level in Thu Bon River at Cau Lau is at 3.3m which is 0.3m above the warning level 2; flood level in rivers in Quang Ngai are reduced to the warning level 1-2.
* Warning: during November 15-16, in rivers from Binh Dinh and Northern Phu Yen, there is a potential flood. During this flood, the flood peak levels in rivers can raise to alarming levels 1 or 2, or even above alarming level 2 in some rivers. The flood related disaster risk is level 2 and 3.
- Heavy rain
From 7:00 a.m. to 1:00 p.m. on November 15, the Central and Central Highlands regions had heavy rain, specifically:
- Quang Tri: Hai Lam: 155mm, Nam Thach Han: 109mm.
- Thua Thien Hue province: Tho Son reservoir: 184mm, Hoa My reservoir: 192mm.
- Khanh Hoa Province: Suoi Dau reservoir: 126mm, Ta Ruc reservoir: 102mm.
- Dak Lak province: Yang Mao: 179mm.
- DAMAGES DUE TO FLOODS
According to the Flash Report of the Standing Office of the Commanding Committees for Natural Disaster Prevention and Control, Search and Rescue (CCNDPC/SR) of provinces and cities, during November 13-14, heavy rain and thunderstorms caused the following damages:
- Human losses: 02 people died (Phu Yen), 05 people are missing (03 in Quang Tri, 02 in Phu Yen);
- Housing damages:
+ Thua Thien Hue province is counting the number of flooded houses (08 districts, towns and cities were flooded (Hue City, Huong Thuy town, Huong Tra, Phong Dien, Quang Dien, Phu Vang, Nam Dong, Phu Loc).
+ 1,342 houses are flooded (Quang Tri: 1,259; Da Nang: 83); so far these houses are no longer flooded;
+ 22 houses with roofs blown off (Ha Tinh: 17; Quang Nam: 01; Quang Ngai: 04).
- Agricultural damages: 69 ha of fruit trees and crops (Quang Tri: 65 ha; Da Nang: 04 ha) and 50,000 forestry seedlings, 5,000 chrysanthemum seedlings (Quang Tri).
- Livestock and aquaculture damages: 1,090 cattle and poultry (Quang Tri: 1,034; Da Nang: 56); 02 ha of aquaculture production (Quang Tri).
- Damages to roads and traffics:
+ Traffic jam due to localized inundation in some locations along National Highway 1A, National Highway 49B (Thua Thien Hue), National Highway 40B (Quang Nam), National Highway 15 (Quang Binh) and some provincial and district roads in Quang Nam (DT 609, 611), Quang Tri (10 low-level crossings and overflow bridges are flooded in Dac Krong district).
+ Roads in 36 wards and communes of Hue city; Many roads in Phong Dien, Quang Dien, Huong Tra, Huong Thuy, Phu Vang, Phu Loc and Nam Dong districts were flooded (from 0.3-0.8m as depth) and transport is disrupted;
+ Landslides are observed in some positive slope locations along some national and provincial roads: National Road 9C (100m3), National Road 9B, Provincial Road DT 558C (Quang Binh); Provincial Road DT 601, National Road 14G (Da Nang City); Provincial Road DT 628 (Quang Ngai).
- DIRECTIONS TO FLOOD RESPONSES
- At Central level
- The National Steering Committee for Natural Disaster Prevention and Control (NSCNDPC) - National Committee for Incident and Disaster Response and Search and Rescue (VINASARCOM) issued Official Dispatch No. 17/CD-QG dated November 12, 2023 to respond to rain and floods from Thanh Hoa to Phu Yen.
- The Standing Office of the NSCNDPC issued Official Dispatch No. 421/VPTT dated November 14, 2023 to provinces and cities from Quang Binh to Phu Yen to request for proactive responses to heavy rain, flooding, risk of floods, flash floods, landslides and Official dispatch No. 416/VPTT dated November 10, 2023 to Northern and Central provinces and cities to request for proactive responses to Northeast monsoon, strong winds at sea and heavy rain.
- On the morning of November 15, the NSCNDPC sent a mission to respond to floods in the Central region and work with affected localities;
- At local levels
- a) Thua Thien Hue Province:
- On the evening of November 14, the Chairman of the Provincial People's Committee directed in-person the operation of irrigation and hydropower reservoirs.
- Organized the evacuation of 351 households (Nam Dong district: 151 households; Phu Loc district: 146 households; Hue City: 54 households).
- November 15: The Department of Education and Training of Thua Thien Hue province announced the close of all schools in the province.
- Directed localities in the province to review plans to respond to floods and evacuate people.
- Deploy forces to support and regulate traffic to ensure traffic safety, especially in flooded areas to avoid traffic jams.
- b) Central provinces
- Organized the evacuation of people: at peak time, 460 households/1,093 people were evacuated (Quang Tri: 448 households/1,064 people; Quang Ngai: 05 households; Da Nang: 7 households/29 people). Flood water has now receded and households began to return home.
- November 14: 07 schools in Quang Tri province and some schools in Son Ha district and Nghia Hanh district, Quang Ngai province have closed their schools and asked pupils to stay home.
- Guards/protection forces have been allocated at flooded low-level crossings;
