1. Rain: From 7:00 p.m. of November 15 to 5:00 p.m. of November 16, from Quang Tri to Phu Yen continued heavy rains of 60-100 mm have been observed and over 150 mm in some places (rainfall is concentrated in Quang Nam and Quang Ngai provinces); heavy rain is measured in some hydrology stations, including:

- Thua Thien Hue: A Luoi: 96mm, Khe Tre:  90mm.

- Quang Nam: Phuoc Hiep:  163mm, Tra Leng:  144mm.

- Quang Ngai: Ba Nam:  167mm, Ba Dien:  132mm.

It is forecast that during the whole day of November 16, in the area from Thua Thien Hue to Binh Dinh, there will be 150-250mm of rainfall and even more than 400mm in some places; Quang Tri, Phu Yen to Ninh Thuan measured rainfall ranging from 100-150mm, and more than 250mm in some places. From November 17 on, rainfall will gradually reduce.

2. Flood situation (Water level at 05:00 of November 11):

  - Bo River (Thua Thien Hue) at Phu Oc hydrology station: water level peaked 4.99m at 7:00 p.m. of November 15 (0.49m above alarming level 3); water level at 5:00 a.m. of November 16 is 4.52m (0.02m above alarming level 3) and now the water level is receding.

- Huong River (Thua Thien Hue) at Kim Long hydrology station peaked 4.34m at 5:00 p.m. of November 15 (0.84m above the alarming level 3); at 5:00 a.m. of November 16, the water level is 3.44m which is 0.06m below the alarming level 3 and is reducing;

- Vu Gia River (Quang Nam) at Ai Nghia hydrology station: water level is 8.10m which is 0.10m above warning level 2 and is rising;

- Tra Khuc River (Quang Ngai) at Tra Khuc hydrology station: Water level is 4.99m which is 0.01m below the alarming level 2 and is reducing;

- Ve River (Quang Ngai) at Song Ve hydrology station: Water level is 3.93m which 0.43m above alarming level 2 and is rising.

3. Inundation:

- 17,877 houses are flooded under 0.3 - 1.2m of flood water (Quang Tri: 1,309 houses, Thue Thien Hue: 16,345 houses; Da Nang: 83 houses, Quang Ngai: 140 houses). Currently, Quang Tri and Thue Thien Hue are still flooded.

- Flood and inundation are causing congestion along National Highways 1A, 49B, 49C (Thue Thien Hue, Quang Tri), Provincial Roads: 582, 582B, 584, 4, 6, 6B, 8C, 9, 11A, 11B, 11C, 11C, 17, 17B, many inter-village and inter-commune roads (Quang Tri, Thua Thien Hue).

4. Hydropower reservoirs:

- Ta Trach Reservoir: At 05:00 of November 15, the upstream water level is 46.18m (normal water supply is 45m); Q_inflow = 1,343m³/s. Q _discharge = 1,046 m³/s (Q_inflow is reducing).

- Huong Dien Reservoir: At 05:00 of November 16, the upstream water level is 57.88m (normal water supply is 58m); Q_inflow=1,302 m³/s. Q _discharge= 1,302 m³/s. (Q_inflow is reducing).

5. Human loss: No change compared to the flash report at 5:00 p.m. of November 15;
