Binh Hai is the eastern commune of Thang Binh district, Quang Nam province, the western terrain is bordered by the Truong Giang River, the eastern terrain is bordered by the South China Sea, so it is often directly affected by storms and is deeply inundated by rainstorms in the area. wide. Over the years, local authorities have gained a lot of experience in leading and directing the work of prevention, response and overcoming consequences of natural disasters according to the motto "4 on the spot", minimizing natural disasters damage to people and property. In order to constantly improve leadership, command and control capacity in disaster prevention and control for authorities at all levels in the current climate change situation, the situation of natural disasters continuing to evolve complicatedly. Therefore, the implementation of anticipatory actions based on forecasts is extremely urgent to improve the capacity and initiative of the authorities and people to reduce disaster risks.
Within the framework of the project “Increasing Capacities and Scale for Anticipatory Action including through Social Protection Systems” funded by non-refundable ODA through the Food and Agriculture Organization of the United Nations, United Nations (FAO) funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), the Viet Nam Disaster and Dyke Management Authority – Ministry of Agriculture and Rural Development in collaboration with FAO, the Standing Office of Quang Nam Province Disaster Prevention and Control Committee, Thang Binh District Disaster Prevention and Control Committee, and Binh Hai Commune People's Committee for Disaster Prevention and Control and Rescue organized a Simulation exercise of Anticipatory action for typhoon and floods" in the province, Quang Nam in 2023 in Binh Hai commune, Thang Binh district.
The drill consists of two phases:
- Phase 1: Operating the commune-level mechanism;
- Phase 2: Implement 03 anticipatory actions:
+ 60 million VND cash package for 60 most disadvantaged households (1,000,000 VND / 1 household) to buy necessities suitable for each household ready to respond to the storm and floods;
+ 40 water-proof drums for 40 disadvantaged households in low-lying areas with high risk of flooding (01 box per household) to store valuable objects (identification papers; food, food...);
+ Support house bracing material materials for 05 households with difficult circumstances who are living in unsafe houses to enhance resilience and reduce property damage.
Forces participating in the exercise include: 30 commune and village levels officials; 50 officers and soldiers of the Commune Police, the shock force, the youth union and 105 households.
