On July 3, 2025, the Ministry of Agriculture and Environment issued Official Letter No. 4042/BNNMT-ĐĐ, requesting coastal provinces and cities from Quang Ninh to An Giang to proactively prepare for a low-pressure area that may intensify into a tropical depression, along with strong winds at sea.

According to the latest bulletin from the National Center for Hydro-Meteorological Forecasting, a low-pressure area has formed in the northeastern waters near Luzon Island (Philippines). As of 1:00 PM on July 3, the low-pressure center was located approximately between 18.5–19.5°N latitude and 121.5–122.5°E longitude. In the next 24 hours, it is forecast to move slowly west-northwestward and has the potential to strengthen into a tropical depression. Additionally, strong southwest winds of level 5, occasionally reaching level 6 with gusts up to level 7, are expected over the sea area from Lam Dong to Ca Mau.

To proactively respond to this weather system and ensure safety, the Ministry of Agriculture and Environment requests the People's Committees of the aforementioned provinces and cities to:

• Closely monitor warning bulletins, forecasts, and the development of the low-pressure area with the potential to strengthen into a tropical depression; inform captains, owners of vessels and boats currently operating at sea to take precautionary measures, adjust their production plans, and ensure the safety of people and assets; maintain communication to promptly handle any adverse situations.

• Prepare personnel and equipment in advance for potential search and rescue operations.

• Maintain strict 24/7 duty shifts and regularly report to the Ministry of Agriculture and Environment (via the Vietnam Disaster and Dyke Management Authority).

The Ministry requests urgent implementation by the People’s Committees of the concerned provinces and cities.
