Due to the prolonged and widespread heavy rainfall, the water level of the Cau River has risen significantly—reaching 6.0 meters (Alert Level I) at Phuc Loc Phuong and 6.25 meters at Luong Phuc (0.25 meters above Alert Level I). The combination of heavy rain and rising floodwaters has led to minor dyke breaches and signs of seepage and erosion along various dyke sections, particularly within Bac Ninh Province.



At the left site of the Cau River dyke, muddy seepage was observed at the suction basin of Cam Bao Pumping Station (Km200+300), and severe riverbank erosion occurred between Km8+100 and Km8+500. These two critical points pose serious risks to the safety of the dyke system, especially amid rising river levels exceeding Alert Level I.

In response, the Ministry of Agriculture and Environment issued Official Dispatch No. 3929/BNNMT-ĐĐ to the People's Committee of Bac Ninh Province, urgently directing the resolution of the seepage incident at Cam Bao Pumping Station.

Previously, the Vietnam Disaster and Dyke Management Authority (VDDMA) under the Ministry of Agriculture and Environment had issued Official Letter No. 670/ĐĐ-QLĐĐ to Bac Ninh, Hanoi, and Thai Nguyen provinces, requesting the implementation of comprehensive safety measures for the dike system.

Over the past two days, Bac Ninh authorities have mobilized personnel, materials, and equipment to implement first-response actions following the “four-on-the-spot” principle. The emergency solution involved constructing a temporary cofferdam around the suction basin to isolate the seepage area and installing a reverse filter to stabilize the foundation.

Due to the complex geological conditions of the area, new seepage points have continued to emerge within the suction basin even after initial treatment. Local authorities are closely monitoring surrounding areas for further signs and will respond immediately to any new developments.

On July 2, amid complicated flood conditions and the heightened risk to the left Cau River dike in Bac Ninh, a delegation from the Ministry of Agriculture and Environment, led by Vice Minister Nguyen Hoang Hiep, visited the site for an inspection and to directly oversee the emergency response.

Mr. Pham Duc Luan, Director General of VDDMA, urged Bac Ninh Province to swiftly implement protection plans for critical dike segments, inspect and repair unfinished or untreated damages, and ensure readiness for flood response.

In addition, Bac Ninh and other localities are advised to closely monitor water levels and promptly report any incidents to VDDMA for coordinated response, ensuring the safety of the dike system during the 2025 flood season and protecting the lives and property of downstream communities.
