At the workshop, delegates from central ministries, relevant provincial departments, and agencies in Quang Ninh discussed the necessity and strategic significance of establishing an inter-sectoral coordination mechanism.

Preventing and responding to gender-based violence in disaster situations cannot be the sole responsibility of a single ministry, sector, or organization. It requires close coordination among stakeholders from the national to the local level. An effective coordination mechanism ensures policy consistency, enhances resource mobilization, and optimizes the implementation of support measures to protect vulnerable groups, particularly women and children, in the face of increasingly complex and unpredictable disasters. This workshop also served as an opportunity to emphasize the importance of integrating gender considerations into disaster risk management to build a safer and more sustainable community.

Mr. Pham Doan Khanh, Representative of VDDMA, shared insights on climate change trends, disaster risks, and gender impacts in Vietnam.
Developing a coordination mechanism not only strengthens the capacity to respond to gender-based violence but also lays the foundation for mainstreaming gender into long-term disaster risk management policies and programs. This is a crucial step to ensure that all affected groups, especially women and children—the most vulnerable populations—receive the necessary support, mitigating risks of violence and safeguarding their legitimate rights during disasters.

Ms. Ha Thi Quynh Anh, Gender and Human Rights Specialist at UNFPA, presented an overview of inter-sectoral coordination mechanisms for responding to gender-based violence.

Ms. Le Hong Thai, Former Head of the Department of Children and Gender Equality, Department of Labor, Invalids, and Social Affairs, shared insights on the inter-sectoral coordination mechanism for GBV prevention and response in Quang Ninh Province.
The workshop concluded with a consensus on reviewing the roles and responsibilities of stakeholders and developing a suitable coordination model for Quang Ninh Province. The event ended with commitments from participants to collaborate in implementing an effective mechanism, contributing to strengthening GBV prevention and response capacity in emergencies.
