Building a solid community house that both serves the daily life of the people and acts as a shelter for the people is essential for areas prone to flooding and the downstream of reservoirs in Ha Tinh.



The mezzanine over 9m2of Mrs. Dinh Thi Hoa's family - Son Trinh hamlet, Tan Lam Huong commune (Thach Ha) is a place to avoid floods for 16 people during the last flood.

Recalling the days of flood avoidance on the mezzanine of less than 10m2in her grade-4 house, Mrs. Dinh Thi Hoa - Son Trinh hamlet, Tan Lam Huong commune (Thach Ha) still felt scared.

“That day the floodwaters rose very quickly. The water was everywhere, 16 people (4 people in the family with 12 neighbors) had to "entrenched" on the mezzanine for 4 days and nights. The narrow mezzanine was only about 9m2, less than 3m high, the water was rising continuously. We all were very scared, we hoped the worst situation would not happen "- Mrs. Hoa said.

According to Mrs. Hoa, the most misery during the flood days was that not only it was difficult to cook, but also it was extremely difficult and dangerous for personal activities.

Mr. Pham Dinh Hoa - Secretary of Party Cell, Head of Son Trinh hamlet said that the hamlet is the most low-lying area of Tan Lam Huong commune, flooded from 1.5 to 2.5 meters deep. The whole hamlet has 120 households with 420 people. Although the relocation has been actively implemented, the whole hamlet has only 1 high-rise building, the rest are grade-4 houses, so it is very difficult to evacuate people to safe places.

During the recent historic flood, many villages have low-lying terrain, located in the "flood center" of the downstream of Ke Go lake in the localities of Cam Xuyen, Thach Ha and Ha Tinh city, were deeply flooded in the water from 1-2m, some places were more than 3m.

Phan Chu Trinh hamlet, Cam Du commune (Cam Xuyen) was one of the hamlet with deep flooding water level, the deepest flooded place was more than 3m.

“Because it is located downstream of Ke Go lake and close to the bank of Ngan Mo river, when it rains, this place is flooded for 3-4 days, as the recent time it was flooded for nearly 10 days.

Phan Chu Trinh hamlet is a pure rural hamlet with difficult economic conditions. Most of people's houses are grade-4 houses, small temporary houses. Therefore, evacuating and avoiding floods during peak times is very difficult and unsafe”- Mr. Vo Ta Tho, Secretary of Party Cell, Head of Phan Chu Trinh hamlet said.

“We want the state, organizations and benefactors to pay attention and support the construction of a community house in the hamlet to avoid storms and floods. On regular days, this will be a place for community activities, on storm and flood days, it will be used to evacuate people, especially the elderly and children. This is also the place for gathering, receiving and distributing relief goods, especially during flooding times”- Mr. Nguyen Van Ninh, Chairman of Tan Lam Huong Commune People's Committee said.

“The cultural house in Phan Chu Trinh hamlet was built in the 1990s, bút now it’s deteriorated, with a narrow area. Mobilizing people to contribute to rebuilding in this time is very difficult. Therefore, the people's desire is a newly constructed 2-floor house, so it can serve as both community activity house and shelter from floods and storms ”- Mr. Vo Ta Tho, Head of Phan Chu Trinh hamlet said.

Reality in the recent flood shows that building a community house to avoid floods for people is very necessary, especially in deep flooded areas where people's lives is still difficult.

Immediately after the flood, Secretary of the Provincial Party Committee Hoang Trung Dung together with leaders of the province and relevant departments checked and surveyed at the flooded sites. Through inspection, Secretary of the Provincial Party Committee Hoang Trung Dung affirmed that the construction of a solid community cultural house that both serves the daily life of the people and acts as a shelter, protecting lives and a part of people’s property in storm and flood is very necessary, especially in areas prone to flooding, downstream of reservoirs.

The province continues to call on the business, organizations, and donors community to join hands to build and assign relevant departments and sectors to design a model for localities to advise and choose for early implementation.

Mr. Pham Van Tinh - Deputy Director of the Department of Construction said that, following the direction of the Secretary of the Provincial Party Committee, the Department of Construction urgently designed a model of community house, also as a house to avoid storms and floods and took opinions from the locality.

There were two options given: Building a new stilt-like 2-floor house or renovating an existing community house to upgrade to 2 floors. Through comments from the localities, most of them agreed on a new construction plan, because the current state of the old house, if upgraded, is not guaranteed and the saving rate is low. In terms of area and height, the first floor will be designed suitable for each flooded area, specific land conditions.
