According to the National Center for Hydro-Meteorological Forecasting, the tropical depression in the east of the Philippines has developed into the tropical storm (the international name is Saudel). It is forecasted that in the next 24 hours, the tropical storm would move Northwest at around 20-25kph, hits the South China Sea (which Viet Nam calls the East Sea) and may intensity. At 1 p.m on October 21, Saudel's eye is about 650km to the south-east of Hoang Sa archipelago; wind category from 8 to 9 strength, gusting up to category 11.



In order to proactively respond to storm developments, the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control - Office of the National Committee for Incident, Disaster Response and Search and Rescue, request the Steering Committee for Natural Disaster Prevention and Control in provinces and cities; Ministries:

  1. Implementthe Telegram No. 29 /CD-TWPCTT dated October 19, 2020 of the Central Steering Committee for Natural Disaster Prevention and Control.
  2. Keep a close watch on storm developments, organize tally of ships/boats, inform vessels operating at sea about the position, direction and development of the tropical storm to actively prevent, escape or not enter the danger area (dangerous area in the South China Sea/East Sea within 24 hours from Latitude 14.5 to 18.0; from Longitude 116.0 to 120.0 and follow updated news of the forecasting agencies).
  3. Guide the mooring and have plans to ensure the safety of ships and boats at terminals, estuarine areas, transport ships, passenger ships.
  4. Vietnam Television Station, Voice of Vietnam, Coastal Information Station and mass media agencieshave increased the time of storm developments broadcast so that authorities and owners of means to operate at sea and people know to proactively prevent and respond.
