The entire national electricity grid system in the area of ​Tay Giang district was paralyzed from September 18, only until September 21 it was repaired and recovered to serve the daily life of the district's lowland communes. Currently, the power sector is working to recover the electricity in upland communes, it was expected that by September 22, the electricity would be recovered all over the district, in order to serve production and daily life for the people. Estimated damage was more than VND 3 billion.

The entire traffic route of Province Road 606, and the inter-district road as well as the route to the highland border area and the rural roads in the 10 communes had landslides on slopes, many road sections were broken, causing complete isolation, divided the whole district, especially the road to 4 upland communes. Currently, over 14km of route from Ho Chi Minh road to the district center was cleared and human resources and means are being used to clear the route on the remaining roads. Particularly for some broken concrete and suspension bridges, the district is looking for timely handling measures for people to travel and transport goods.

Through the initial inspection, the Province Road 606, landslide caused traffic congestion from Ho Chi Minh road to the district center and to upland communes with a length of more than 50km, about 300,000 m3 of soil and rock poured down the road, especially the section to upland communes, some of the roads were broken and the total cleft palate was more than 1,500 meters.

Inter-commune District Road routes, landslides caused traffic jams, with a volume of about 200,000 m3 of rocky soil, some routes were broken and had a cleft palate about 2,000m, 12,200m of vertical ditches were buried, cracked, 87 sluices were buried and damaged, 8 sluices was eroded, 1 reinforced concrete bridge was completely drifted, the reinforced concrete bridge abutments were seriously damaged. Commune roads and rural traffic, had landslide of 120.200 m3 of rock and soil, 3.800m of vertical ditches were buried, 8 round sluices had landslide, 5 suspension bridges were swept away, 1 suspension bridge was tilted and there were landslides at the abutments of many suspension bridges.

The total damage in the transport sector is estimated at about VND 126 billion.

The irrigation system, most of the works had landslide, dike sedimentation rose, swept away the canal, pipeline, with a number of 70 works, estimated damage was VND 15 billion. The water system for daily use, most of the works had landslides, dike sedimentation rose, swept away the pipeline, landslides in reservoirs, with a number of 91 works/115 residential points, estimated damage was 12 billion VND. The school system, total of 41 rooms/10 school sites, 2 kitchens were flooded and many of the water pipes serving cooking for students at the schools were swept away, estimated damage was about VND 3,2 billion.

The route Province Road 606 to the center of Tay Giang district is still suffering severe landslides that cannot be recovered yet.

Before the storm no. 5 happened, the district deployed to evacuate 210 households / 821 people on the ground that had landslide and was at high risk of landslide to a safe place. After the storm hit the mainland, inundation occurred in some villages and communes. Tavang, Ahu, Achiing hamlets (Atieng commune) has 34 households with damaged houses. 5 households in Anong commune, 17 households in Gari commune were buried ... In the district, 250 houses were flooded due to heavy rains, people were evacuated and properties were relocated to a dry place promptly. More than 200 turbines generating electricity in the communes were washed away. Estimated damage to houses and assets was about 5.3 billion VND.

After the storm, the water rice area of ​​the 2020 Summer-Autumn crop season  in some riverside fields and streams was inundated and more than 103 hectares in 10 communes were swept away... The worst damage was in Axan commune, with more than 20% of the area of water rice along rivers and streams was completely buried by rocky soil and had completely landslide. The whole district has nearly 100 hectares of perennial crops and industrial trees that were washed away and had complete landslide. The district's medicinal plant nursery was completely swept away by the flood, with a loss of 1 cage house and 70,000 seedlings ready for release. Due to the rapid rise of the flood, many cattle and poultry of the people have been swept away, according to the initial data, there were about 400 buffaloes, cows, pigs ... nearly 4,000 poultry of all kinds ... Nearly 10 ha of fish farming of the people were swept away. The total loss of crops and livestock were estimated at more than 10 billion VND.

Mr. BLing Mia said that the flash flood in the recent storm no. 5 caused very heavy damage in the area of ​​Tay Giang district. Currently, there are 4 highland communes adjacent to Vietnam - Laos border are experiencing traffic congestion, including Gari, Ch’om, Tr’hy and Axan communes. The district's plan is to ensure food on the spot, with the motto being willing to spend money to prevent people from the lack of food as a result of floods. In terms of traffic, the district has coordinated with functional agencies to actively plan and arrange for the contractors to be on duty 24/24, but due to the continuous rainy weather, the volume of landslides in each location, the route clearing work is still limited and has not been recovered timely.

Up to now, the route Province Road 606 from Ho Chi Minh road to Lang commune (section Km 30) has been cleared, human resource is being used to continue to recover the roads, ensuring the clear traffic on routes Province Road 606, District Road, Commune Road, traffic in rural areas, it is expected that by September 27, 2020, the clearance of the route will be completed. The district focuses on directing support forces for people, schools to handle burying mud, restore houses, early stabilize life, production for people and students can go to school soon (for buried schools). Directing flooded schools in 41 rooms / 10 schools to promptly disinfect, and clean the environment to ensure the teaching and learning according to the program. Continuing to review the plan to arrange the population of ground with high risk of landslide and low-lying areas to safe places.

Communal People's Committees mobilized youth union forces, militia and self-defense forces together with the people to repair houses and classrooms that were flooded and had landslide. In the immediate future, mobilizing first response taskforces together with people to temporarily clear inter-village and village roads and placing warning signs at high-risk locations. The district has promptly visited, encouraged and provided food for families seriously damaged by the floods.

People's Committee of Tay Giang district requested the People's Committee of the province, related departments and sectors to support the district with funds to promptly overcome the consequences of damages caused by Storm no. 5. In the immediate future, the district is supported with VND 65 billion to promptly recover traffic on arterial roads, suspension bridges, daily use water, irrigation, handling critical traffic points, supporting the restoration of production for people.
