In the morning of 22 October, the Mission of the Central Steering Committee for Natural Disaster Prevention and Control led by Minister of MARD – Mr. Nguyen Xuan Cuong inspected the recovery of flood damages in Le Thuy District, Quang Binh province. Members of the mission are Vice-Chairman of the CCNDPC cum VNDMA General Director Mr. Trần Quang Hoài and other stakeholders.

As reported by the Le Thuy District People’s Committee, the deepest recorded inundation level is 4,88m which exceeded all historic flood peaks and all 26 communes/towns of the district have been flooded, including 32,000 households are deeply flooded. All people have been evacuated to elevated sites (a maximum evacuation of 1,600 households was launched at one time). By 22 October, flood level in Le Thuy District starts to recede quickly, yet nearly 1,000 households are still flooded and 11 houses completed collapsed due to floods. 

Currently, Le Thuy District People’s Committee has established 2 locations for emergency reliefs and all people affected and isolated by floods have received food, foodstuff, drinking water; local governments and agencies are transporting more reliefs to affected people. Making notes at the meeting. Mr. Tran Cong Thuat, Chairman of Quang Binh Provincial People's Committee mentioned a total of 8 casualties and 40 injured were recorded relating to floods. However, after the flood, local people are facing many difficulties such as lack of food, means to restore production activities, environmental sanitation issues etc. Quang Binh province decided to immediately provide VND 1 million to 1 affected household. Chairman of Quang Binh Provincial People's Committee also hoped that the GoV, ministries, and armed forces will quickly support local people to overcome flood consequences and stabilize their lives. 

Concluding the meeting, Minister Nguyen Xuan Cuong affirmed that although the flood is a historic one, thanks to timely actions and efforts of local governments and armed forces, significant damages and losses to lives of local people have been reduced.

Moreover, people throughout Vietnam joined hands to support affected people in the Central Vietnam to ensure that no one will suffer hunger, including people in Le Thuy district.

He suggested that more supports and reliefs should be mobilized to ensure no one will lack food or drinking water.

The reception of emergency/humanitarian reliefs should be timely delivered to affected people and safety of rescuers or ones who provide emergency supports should be also ensured. Plans to soon recover storm consequences and stabilize lives of local people and their production operations should be made ready. At the same time, measures to cope with the coming storm No. 8 must be promptly deployed. Once the flood water recedes, quick assessments to count damages to infrastructure, transport, irrigation works etc. should be promptly conducted.

Before that, the Mission worked with People's Committee of Quang Tri province. At the meeting, MARD Minister Nguyen Xuan Cuong presented gifts from officials and employees of the sector as reliefs to affected people; MASAN Group, CP Group donated some necessities to people in deeply flooded areas of Quang Tri province, including 2 tons of sausages, 2 tons of meatballs, 10,000 eggs, 1,000 alcohol stoves and 1,000 portable combined torches and lights.
