On October 22, Minister of Agriculture and Rural Development, Vice Chairman of the Central Steering Committee for Natural Disaster Prevention and Control (CCNDPC), Mr. Nguyen Xuan Cuong had a working session with Quang Binh Provincial People's Committee on responding and recovering from rain and flood events, and storm No.8 responsplan. Attending the meeting were Vice Chairman of CCNDPC, General Director of the Viet Nam Disaster Managmenent Authority, Mr. Tran Quang Hoai; Mr. Tran Thang, Permanent Deputy Secretary of Quang Binh Provincial Party Committee; Mr. Tran Cong Thuat, Deputy Secretary of Quang Binh Provincial Party Committee; Chairman of the Provincial People's Committee, Head of the provincial delegation of National Assembly, Head of the Steering Committee for Natural Disaster Response, and Search and Rescue; Mr. Nguyen Xuan Quang, Member of Provincial Standing Committee, Standing Vice Chairman of Quang Binh Provincial People's Committee; and representatives of the Vietnamese Fatherland Front of the province and related departments.



At the meeting, on behalf of the Provincial People's Committee, Chairman of the Provincial People's Committee, Mr.Tran Cong Thuat reported of responding and recovering after rain and flood and storms No. 8. In order to proactively response to floods, Quang Binh province has relocated over 32,250 households from flooded areas, areas prone to flash floods and landslides to the safe place. Currently, morethan 14,600 households came back home after the flood recedes. Floods inundated nearly 110,000 houses. By the afternoon of October 22, although the flood had receded sharply, the whole province still had nearly 32,000 houses inundated. Statistics from the authorities show that the whole province currently has 101 points at risk of landslides. During the rainy days, the province had 5 landslide areas withno damageof lives.

According to the initial damage statistics, floods killed 8 people, injured 44 people; Nearly 10km of traffic roads and canals were eroded and severely damaged with a volume of more than 60,000 m3.

Even in the floods, local authorities, especially the army and the police, have played a pivotal role, actively mobilizing forces and means to approach flooded key areas to support people. The reception and distribution of relief goods from organizations and individuals all over thecountry are also being urgently deployed to timely support people to overcome difficulties caused by floods.

Currently, taking advantage of the receding floodwaters, the authorities at all levels in the province are focusing on directing people to focus on cleaning their houses with the spirit of "where the floods recede, cleaning there". On the other hand, to mobilize forces to quickly fix incidents and damages in order to ensure that traffic, electricity and communication systems are active and re-connected; to prepare varieties of crops and vegetables to support people in recovering production after floods; immediately deseasemanagement, and so on.

To proactively responseto storm No. 8, Quang Binh province is focusing on implementing different scenarios to both stabilize people's lives and promote efficiency in storms.

The Chairman of the Provincial People's Committee proposed to Minister Nguyen Xuan Cuong a number of issues related to the support of plants, breeds, and preventive medicine for cattle so that the people can stabilize production after the flood, etc. Currently, Quang Binh urge theCentral government's urgent support of 2,500 tons of rice and basic necessities; support 1,000 tons of rice seeds, 120 tons of corn seeds, 200 tons of peanut seeds, VND 1,000 billion for emergency reinforcement, repair of dams, irrigation embankments damaged by floods, and so on. In the long term, Quang Binh needs about VND 1,700 billion in support to restore irrigation systems, canals, dikes, and emergency migration from areas affected by natural disasters.

Also at the meeting, delegates had many ideas on how to receive and distribute relief goods; the arrangement of forces and means of rescue for people at specific times and levels of rain and flood; proactively organizing the relocation of people out of flooded areas, areas prone to flash floods and landslides, etc.

Concluding the meeting, Minister Nguyen Xuan Cuong recognized and highly appreciated the initiative of authorities at all levelsof Quang Binh province and locals in responding to natural disasters; At the same time, he emphasized a number of key tasks in the coming time, such as: It is necessary to mobilize total forces to focus on effectively responding to developments of rain and flood events, in which the police and army forces are maximizing core role; relocate people from the key flooded areas, areas prone to flash floods and landslides; evaluate and implement plans to ensure safety for the dam system; proactively receive and distribute relief goods in a timely manner, ensuring no one person suffers from hungerand cold; ensure absolute safety for the mobile force to rescue people, and at the same time propagate and raise awareness of the people onthesafety assurance work both beforeand after floods; proactively preventing desease both for humans, cattle, poultry, etc.

Minister Nguyen Xuan Cuong also noted that Quang Binh province should focus on using all available resources, encouraging the people to unite to overcome all difficulties to be ready to effectively respond to storm No. 8.

Regarding some recommendations of the province, Minister Nguyen Xuan Cuong, at the same time proposed to relevant ministries and agencies to coordinate to support the province in a reasonable way as soon as possible.
