This morning, September 16, Deputy Prime Minister Trinh Dinh Dung, Chairman of the Central Steering Committee for Natural Disaster Prevention and Control (CCNDPC) held an urgent meeting with ministries, sectors and localities to take proactive actions to cope with the tropical depression which will develop into a storm (international name as Noul) and rains and flood following the storm.

As reported by the CCNDPC, on the night of September 15, the tropical depression over the East Sea developed into a cyclone or storm No. 5. In the next 48 to 72 hours, i.e. on September 18 and 19, the Storm No. 5 will be stronger and will hit the mainland provinces from Quang Binh to Da Nang. The wind speed is forecasted as level 11 to 12, gust level 13 and the disaster risk is level 4.

In the meeting, Deputy Prime Minister Trinh Dinh Dung requested that the CCNDPC, VINASARCOM, relevant ministries and localities likely to be affected by the storm con and areas at risk of storms continue to closely monitor the storm developments and promptly deploy necessary response plans adopting the motto "4 on the spot" to ensure safety of people and their properties.

This storm is predicted to be a huge one and is expected to hit the mainland at the same time with high tide. Therefore, localities and stakeholders must be alert and well prepared for the dual incident.

Local authorities are requested to proactively review their evacuation and make ready all necessary resources and means and response plans to ensure safety of people in dangerous areas, especially In coastal areas, estuaries, such risky areas as deep inundation, erosion, aquaculture cages, aquaculture rafts and tents or unsafe houses etc. It is expected as many as 500,000 residents are subjected to evacuation due to the threat of the storm.

The Deputy Prime Minister emphasized: “Relevant localities are requested to coordinate with the border forces and aquaculture and transport management agencies to check and count ships and boats operating at sea, strictly control the operation of cargo ships and tourist cruises to guide them out of or prevent them from entering the danger area and return to the safe anchorages.

Local authorities are requested to support the evacuation of people, bracing their houses and properties and implement ensure safety measures, thus reducing damages to aquaculture cages and rafts.

Deputy Prime Minister Trinh Dinh Dung also requested the strict protection and prompt consolidation of dykes, especially sea and estuary dykes; forces and materials are made ready for incidents during the storm. Specific plans must be in place to protect buildings, tourism sites, economic zones, industrial parks, factories, plants, warehouses, depots and works under construction, or mineral exploitation areas ".

For mountainous and midland areas, the Deputy Prime Minister also requested the review of areas in danger of deep inundation, flash floods, landslides during heavy rains so that proactive evacuation of affected people can be quickly launched in case of disaster. Safe operation of hydroelectric and irrigation reservoirs are required; measures to ensure safety of dams and reservoirs must be taken, especially for critical dams and reservoirs or reservoirs full of water.

Deputy Prime Minister Trinh Dinh Dung also assigned a number of specific tasks to ministries and central sectors to coordinate with localities to be ready to respond when storm no.5 hits the mainland.

Ministry of Natural Resources and Environment must monitor and promptly forecast and provide information on storm and flood developments to the people and relevant agencies to serve the direction and response.

Deputy Prime Minister emphasized: “The Central Steering Committee for Natural disaster prevention and control shall closely monitor the developments of storms and floods; regularly update and announce dangerous areas at sea to guide boats and means of transport to actively prevent; promptly direct and urge ministries, sectors and localities to take response measures".

Deputy Prime Minister also requested the National Committee for Incident and Disaster Response and Search and Rescue, Ministry of National Defense and Ministry of Public Security to review the plan and direct units located in the areas at risk of storm and floods to arrange forces and means in key areas to be ready to assist the locality in evacuating people, provide rescue when requested; ensure security and order in the storm-hit areas and traffic safety.

Ministry of Transport shall direct measures to ensure safety for boats and means of transport; proactively arrange forces, materials and equipment in key areas prone to landslide due to floods so that they are ready to overcome the incident immediately, ensuring traffic on main traffic routes.

Ministry of Agriculture and Rural Development shall direct the work of ensuring safety, guide boats to moor, reinforce and implement protection measures, reduce damage to agricultural and aquatic production; protect irrigation dams and lakes, especially for critical sea dykes.

Ministry of Industry and Trade shall direct the assurance of safety for the safe operation of hydroelectric dams, electric systems and works of the sector, especially inter-reservoir operation; ensure electricity safety, if there is a power outage, it should be quickly rectified.

Ministry of Construction shall direct and guide measures to ensure safety for construction works and high-rise projects.

Ministry of Foreign Affairs monitors and actively liaises with regional countries to help and support Vietnamese fishermen and fishing vessels in storm shelter to ensure safety, and coordinate in search and rescue.

Ministry of Information and Communications shall direct the implementation of measures to ensure the safety of the information system, and ensure communication in service of storm response direction and administration.
