On the morning of October 26, 2020, at the Ministry of Agriculture and Rural Development, the Disaster Risk Reduction Partnership's meeting on updating the results of flash assessment on damages from flood in Central provinces took place under the chairmanship of Mr. Andy Andrew Jeffries, Director of Asian Development Bank in Vietnam, Co-Chair of Disaster Risk Reduction Partnership.

On behalf of the Ministry of Agriculture and Rural Development, there was Mr. Nguyen Van Tien, Deputy Director of Vietnam Disaster Management Authority. On the partners’ side, there were the participation of Chief Representative from international agencies: Ms. Caitlin Wiesen, UNDP Resident Representative in Vietnam; Ms. Rana Flowers, UNICEF Chief Representative in Viet Nam, Ms. Elisa Fernadez, Chief Representative of UN Women in Viet Nam and Ms. Naomi Kitahara, UNFP Chief Representative. The meeting was attended by leaders and representatives of some embassies, international agencies such as: Embassy of Belarus, Asian Development Bank, Japan International Cooperation Agency - JICA, UN’s Resident Coordinator Office in Vietnam, UNDP, UNICEF, Office of UNFP, FAO, Oxfam, Plan International, CRS, Care, Samaritan's Purse, Save the Children, USAID Vietnam, East West Reunion Foundation, Adventist Development and Relief Agency (ADRA) in Vietnam, etc.

Since October 6, heavy rains due to storm LINFA and NANGKA have caused serious floods and landslides on a large scale in the central provinces of Ha Tinh, Quang Binh, Quang Tri, T.T. Hue, Nghe An, Da Nang, Quang Nam and Quang Ngai. The upcoming storms SAUDEL and MOLAVE are also likely to cause heavy rains in provinces that have suffered from flooding due to previous storms. As of October 25, 2020, natural disasters affected 7 million people living in the affected areas, killed 130 people, 18 people were missing, 290,000 households were flooded, and 30,000 hectares of agricultural land were damaged and so on.

Faced with that situation, the Central Steering Committee on Natural Disaster Prevention and Control promptly coordinated emergency relief activities, including evacuation, search and rescue, food supply, needs assessment, and at the same time called for international relief and assistance from DRR Partners.

Responding to the call of the Central Steering Committee on Natural Disaster Prevention and Control, DRR Partners and International Organizations have taken timely and practical actions to support people in Central Vietnam to deal with difficulties caused by natural disasters, including emergency relief shipments from AHA Center, Government of Japan (JICA), Vietnam Red Cross Society, WHO, .... and commitments to support from many other international organizations. Vietnam Disaster Management Authority has worked closely with the local authorities to receive and send it to the people during the recent time.

From October 20-23, three Flash Assessment groups were formed to assess the damage and needs in flood-affected provinces (including Quang Binh and Quang Tri, Thua Thien Hue, Quang Nam and Quang Ngai). At the meeting, the Partner members participating in the flash assessment team updated the flash assessment results in many areas, and raised recommendations based on the extent of thr damage and essential needs of the affected area.

After receiving information from the Disaster Risk Reduction Partners and directly sending representatives to participate in the reality assessment teams, nearly 20 other international organizations such as Korea, UNICEF, UNDP, USAID, Care Intenational, Save the Children, CRS… have confirmed to be and will continue to advocate to support the affected areas.

The total funding supported by organizations as of October 25, 2020 is US$2,981,722 (through the Central Steering Committee on Natural Disaster Prevention and Control: US$1,096,752; self-implemented organizations: USD 1,331,226; through the Vietnam Red Cross Society: USD 553,744).
