On the morning of August 19, the Central Steering Committee for Natural Disaster Prevention and Control held a Steering Meeting to respond to Storm No. 4 and flood situation in the North, Mr. Tran Quang Hoai - Vice chairman of the Central Steering Committee chaired the Meeting. Attending were representatives of the National Committee for natural disaster response and search and rescue; representatives, leaders of agencies and units under the member Ministries, branches of the Steering Committee, including: Ministry of Agriculture and Rural Development (Viet Nam Disaster Management Authority, Directorate of Water Resources, Directorate of Fisheries, Department of Crop Production); Border Guard Command; Ministry of Natural Resources and Environment (National Centre for Hydro-Meteorological Forecasting, Vietnam Meteorological and Hydrological Administration), Ministry of Industry and Trade; Ministry of Transport; etc.



According to the National Centre for Hydro-Meteorological Forecasting (NCHMF), this morning (August 19), Storm No. 4 entered the southern mainland of Guangdong province (China). It is forecasted that in the next 24 hours, the typhoon will move in the Northwest direction, travel about 20km every hour, go inland and gradually weaken into a tropical depression. By 7pm. on August 20, the location of the tropical depression's center is about 24.1 degrees North latitude; 108.0 degrees East Longitude, on the Northwestern region of Guangxi Province (China). The strongest wind in the area near the center of strong tropical depression is level 6 (40-50km/hour), level 8.

Reporting at the meeting, Mr. Hoang Phuc Lam - Deputy Director of NCHMF said rainfall would decrease by more than 50mm in whole wave compared to yesterday. Rain wil occur from August 20 afternoon to August 22. The focus is on the night of August 20 to the morning of August 21. On August 26, returns another rain period. Thai Binh Red River upstream flood height is 2-6m, Lo river: alarm level 2-3; Cau Thuong River: alarm level 1. Lao Cai, Yen Bai, Son La, Tuyen Quang, Phu Tho have heavy rain.

According to reports at the meeting, heavy rain, flood, flash flood, landslide caused damage until 9pm on August 18, killing 06 people (Vinh Phuc: 02 people, Lao Cai 01 person, Son La 01 person, Lai Chau 01 person, Thai Nguyen 01 person); 334 houses were damaged or urgently relocated (Son La 48 houses, Thai Nguyen 33 houses, Ha Giang 97 houses, Cao Bang 5 houses, Lao Cai 30 houses, Dien Bien 142 houses); 556ha of rice and crops were damaged; 03 cattle, 72 poultry were swept away; Many provincial and inter-commune roads were eroded with a total length of 1,960 m, about 65,100 m3 of rock and soil eroded.

Concluding at the meeting, Deputy Director Mr. Vice Chairman proposed:

- NCHMF continues to monitor and inform promptly. The Center's forecast is the official source. Also NCHMF is requested to handover official information on the water shortage in October and early flood ends.

- For coastal provinces: Focus on tallying of ships and boats at sea, strictly managing the sailing of ships.

- Implement measures to ensure people's safety to prevent flash floods, landslides, residential areas at risk. The Northern mountainous areas to organize a permanent visit to the village 24/24h to monitor and handle possible scenarios.

- Assign guard, put up warning signs or barriers on underground spills to ensure safety for people to travel.

- Closely monitor flood developments on rivers to ensure safety of dikes and reservoirs.

- The localities to determine the possible locations of flooding in urban areas, agricultural production and notify the people.

- Organize to overcome consequences of rain and flood to stabilize people's life and production.

- Organize the committee to seriously, regularly synthesize and report the situation of natural disasters and damage to the Standing Office of the Central Steering Committee and the Office of the National Committee for Search and Rescue.
